What the inspector wrote

On 10/16/2024, Licensing Program Analysts (LPAs), Harsimran Kaur and Mandeep Kaur conducted an uannounced Pre-Licensing inspection and met with Armida Clemente, Director. The purpose of the visit was to add an infant program. The facility has an existing preschool program# 434407992. Facility with a capacity of 155 preschool children which will be converted to a single license upon completion of the inspection process. Applicant is requesting to be licensed for 114 preschoolers (ages 2 years to 6) in classrooms in the buildings 2,3,4,5 and 12 infants (ages 0-24 months) in infant classroom building 1. Hours of operation will be Mondays to Fridays 7:30 AM to 5:30PM. Fire clearance was granted on 05/15/2024. . Infant Classroom measurements are: The Indoor total measurements contain a total of {650.27} square feet, which will accommodate Applicant\342\200\231s request for 12 infants. Infant Outdoor Play measurements are: Outdoor total measurements contain a total of {1074.31} square feet, which will accommodate Applicant\342\200\231s request for 12 infants. Preschool Classrooms measurements are: The Indoor total measurements contain a total of {4008.3} square feet, which will accommodate Applicant's request for 114 preschool children. Preschool Outdoor Play measurements are: Outdoor total measurements contain a total of {13245.43) square feet, which will accommodate Applicant\342\200\231s request for 114 preschool children. The facility was observed to be clean, safe, sanitary and in good repair to ensure the safety and well-being of children, employees and visitors. A comfortable temperature for children shall be maintained at all times. Furniture and equipment were observed to be maintained in good condition, free of sharp, loose or pointed parts. There are 91 chairs, 18 tables, 112 cubbies, 12 toilets, and 15 sinks for preschool programs. Infant room has 5 sinks, 8 cribs, 20 cubbies, 2 toilets, 2 changing tables, 3 tables and 12 chairs. LPAs observed a diaper changing table placed within arms reach to the sink. Applicants stated parents will provide food and milk bottles for infants. There is microwave, refrigerator and bottle warmer in infant room. First aid supplies sleep logs, Infant Needs and Services plans are kept in the infant's room. Morning and afternoon snacks will be provided for the preschool children. Drinking water will be available via Britta and individual water bottles indoor and outdoor areas of the facility. Water fountain is available for children in outdoor area. The licensee shall take measures to keep the center free of flies, other insects, and rodents. All containers used for storage of solid wastes, including moveable bins, shall have a tight fitting cover that is kept on; shall be in good repair; and shall be leakproof and rodent-proof. Fireplaces and open-faced heaters shall be made inaccessible to children to ensure children's safety. All window screens shall be in good repair and free of insects, dirt and debris. Disinfectants, cleaning solutions, poisons and other items that could pose a danger if readily available to children shall be stored where inaccessible to children. Storage areas for poisons shall be locked. The licensee shall maintain the following first-aid supplies in a location accessible to staff but inaccessible to children: LPA observed a current edition of a first-aid manual, sterile first-aid dressings, bandages or roller bandages, adhesive tape, scissors, tweezers, thermometer, and antiseptic solution. The isolation area shall be located to afford easy supervision of children by center staff. The isolation area shall be equipped with a mat, cot, couch or bed for each ill child. The isolation area shall not be located in the kitchen area or the general-use toilet area. Isolation area for sick children will be in office. Every licensed child day care center shall have one or more carbon monoxide detectors in the facility. All child care centers shall have working telephone service on the premises. Outdoor play area is free of hazards including, holes, broken glass and other debris, and dry grasses that pose a fire hazard. The areas around and under high climbing equipment, swings, slides and other similar equipment shall be cushioned with material that absorbs falls. Sandboxes shall be inspected daily and kept free of hazardous foreign materials. The playground is enclosed by a fence to protect children and to keep them in the outdoor activity area. The fence is at least four feet high. Any construction or equipment that could pose a hazard in the outdoor activity area shall be made inaccessible to children in care. This shall include, but not be limited to, incinerators, air- conditioning equipment, water heaters, and fuse box. Applicants were reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated. This facility plans to provide Incidental Medical Services \342\200\223 IMS. For IMS information, see PIN 22-02-CCP. A Plan of Operation that includes IMS must be submitted to the Department. LPAs discussed the safe sleep regulations with Applicants and discussed the Child Care Licensing SafeSleep webpage at: https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep , as an additional resource. LPAs also informed Applicants of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at: https://www.cpsc.gov/ , and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Applicants were informed of the MyChildCarePlan.org site, a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. Community Care Licensing Division (CCLD) regularly sends information to licensed facilities, providers, and stakeholders by way of Provider Information Notices (PIN), Program Quarterly Update Newsletters and otherimportant information communication platforms. The following corrections are due by 10/21/2024 and needed prior to the issuance of a license. 1. Removal of play structure. Exit interview was conducted and copy of appeal rights were provided to Amida Clemente. Final license determination for a single license will be made upon review by the Licensing Program Manager.
