Licensing Program Analyst Pedro Solorio-Gutierrez conducted an announced change of location (current license number: 434417815) and increase of capacity to the home today. LPA met with licensee Luceny Tovar and explained the nature of today's inspection to her. The licensee states adults residing in the home include: niece Maritza Diaz, licensee\342\200\231s husband Jose Isaza Rendon, nephew Juan Ortiz Diaz, cousin Sergio Rodriguezcaldero, cousin\342\200\231s wife Laura Silva, and herself. The days and hours of operation will be Monday to Friday from 7:30 AM to 5:30 PM. The licensee understands that the children cannot stay in the home for more than 24 continue hours. Licensee has completed her Preventative Health and Safety Child Care training on 04/11/2024, Licensee\342\200\231s pediatric CPR and First Aid certifications are current and will expire on 08/28/2027. Licensee has completed the Mandated Reporter training on 09/03/2025. The licensee rents the home and has submitted a copy of the rental agreement as proof of control of the property. Licensee states she will obtain liability insurance for a family child care home (FCCH). LPA toured the indoor and outdoor areas of the home during today's inspection. LPA observed there are no wall heaters or bodies of water in the home. LPA observed there are no stairs in the home. LPA observed a barricaded fireplace inside the home. Off-limits indoors: master bedroom with bathroom, two bedrooms, kitchen, and attached garage. Off-limits outdoors: Right and left side yard. The licensee stated will use the back yard for outdoor activities with the children in care. There are no animals in the home. LPA observed licensee has a 3A40BC fire extinguisher, and at least one smoke detector and one carbon monoxide (CO) working detector. Licensee understands that prior to making any change related to the on or off limits must be reported to Licensing Program. LPA verified at least two emergency exits. Right side yard is cleared for use of an emergency exit. Fire Clearance was granted on 10/02/2025. The licensee states that there are no firearms/weapons in the home. Licensee understands that cleaning products, toxic agents, medications, and sharp objects shall not be accessible to children. LPA reminded licensee that smoking, baby walkers, bouncers, jumpers, and similar items are not allowed in Family Child Care Homes. Forms of discipline licensee will use: Communication with children and redirection. Licensee understands that children's personal rights should not be violated, including no corporal punishment. Isolation of sick children, supervision of children, capacity options for a large license , transportation of children, requirements for reporting suspected child abuse, unusual incidents/injuries, heat related illnesses, and requirements for assistant/substitute were also discussed. LPA informed licensee that fire/disaster drills must be practiced at least once every 6 months and documented. Department website www.cdss.ca.gov provided to licensee. Licensee understands that children residing in the home count as part of the capacity of her license until they reach the age of ten years old. LPA discussed the requirements of AB 633 with the licensee. LPA also discussed "zero tolerance" related regulations with the licensee. LPA observed proof of immunization for measles, pertussis, and influenza are in the licensee\342\200\231s file. A review of staff records on 10/03/2025 indicates that all the adults residing in the home or other individuals who require caregiver background checks have received criminal record and child abuse index clearances or exemptions. Licensee was reminded that all adults 18 and over living in the home, persons who provide care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated. LPA reviewed with licensee, the LIC 311D, Forms/Records to Keep In Your Family Child Care Homes, children\342\200\231s forms/records, facility forms/records, and information to be posted. Entrance Checklist was provided to the licensee. LPA discussed the safe sleep regulations with licensee and, discussed the Child Care Licensing Safe Sleep web page at: https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-andresources/safe-sleep , as an additional resource. LPA also informed licensee, of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at: https://www.cpsc.gov/ , and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. On the date, 09/03/2025 the California Attorney General - Megan\342\200\231s Law website was searched for information on sex offenders required to register with local law enforcement under California's Megan's Law. No registered sex offenders were found at the facility addresses. Under state law, some registered sex offenders are not subject to public disclosure; therefore, they may not have been included in this search. However, the Department conducts a monthly cross reference of each address on record for all registered sex offenders against all CCLD facility addresses pursuant to information shared by California DOJ. Licensee was informed of the www.MyChildCarePlan.org site, a consumer education website that helps families obtain childcare by connecting them to childcare providers and Resource and Referral Agencies (R&Rs) throughout California. Community Care Licensing Division (CCLD) regularly sends information to licensed facilities, providers, and stakeholders by way of Provider Information Notices (PIN), Program Quarterly Update Newsletters and other important information communication platforms.
