On 2/12/26, Licensing Program Analyst (LPA) Anna Morales conducted an Unannounced Annual Random Inspection. Licensees have submitted an application to increase the capacity to a Large Family Day Care- 14 capacity. Fire clearance was granted on 1/29/26. LPA was greeted by Licensees Chetna Patel and Krishna Bhulawala. Also present was one preschool aged child. Licensee Krishna, also, has two children who were not present at the time of this inspection. LPA observed a current Children's roster. Last disaster drill was conducted on 1/15/26. Facility operating hours is from Monday- Friday, 8:30am- 5:30pm serving ages 12 months-12 years of age. Other adult(s) residing at the facility, is Krishna's husband. Licensees were reminded that all adults 18 and over living in the home, persons who provide care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated. LPA toured the facility with Licensee(s). LPA toured the indoor and outdoor of the facility during today's inspection. The facility is a single story home with three bedrooms and three bathrooms, (two)living rooms and kitchen. LPA observed a 2A-10BC fire extinguisher, smoke detector and carbon monoxide detectors. LPA advised the Licensee to complete annual maintenance on the fire extinguisher. Licensee stated she understood sick children are required to be separated from other children until parent pick up. LPA did not observe baby walkers, baby bouncer or similar items in the facility. All toxic and sharp objects were stored in a locked cabinet. Children have access to the back living room(day care room), kitchen and the bathroom in day care room. Continue on LIC809C..... Children will have access to one of the three bedrooms. Children have access to patio/deck and the backyard, however, not the right side of the backyard. The backyard is secured with surrounding fence. The children don't have access to the garage. LPA observed age appropriate toys. The home is clean and orderly, with heating and ventilation for safety & comfort. L PA discussed the safe sleep regulations with applicant, and discussed the Child Care Licensing Safe Sleep webpage at: https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep , as an additional resource. LPA also informed Licensee of the importance of checking for and removing recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at: https://www.cpsc.gov/ , and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. LPA informed Licensee that when infants (up to 24 months) are sleeping 15 minute checks are to be documented. Licensee informed that baby walkers, bouncers, and jumpers were not permitted and infants are not permitted to be swaddled while in care. LPA reviewed a random selection of children's file and observed that parent's rights forms, immunization's, consents for emergency medical treatment forms, and Identification forms are in each file. LPA observed that the 15 minute sleep log for the two infants in care have been documented. Licensees files were reviewed for the following records. LPA observed Licensee's file was complete: Employee Rights (LIC9052), Statement Acknowledging Requirement to report Child Abuse (LIC9108), and Immunization Record showing immunity to measles (MMR), pertussis (Tdap), and influenza (or statement declining influenza). Chetna Patel, Mandated Reported Training expires on 10/1/26 and Pediatric First Aid/CPR expires on 7/2026. Krishna Bhulawala, Mandated Reporter Training expires on 10/1/26 and Pediatric First Aid/CPR expires on 7/2026. Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP . When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. Licensee was informed of the MyChildCarePlan.org site, a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. On this date, 2/12/26, the California Attorney General - Megan\342\200\231s Law website was searched for information on sex offenders required to register with local law enforcement under California's Megan's Law. No registered sex offenders were found at the facility address. Under state law, some registered sex offenders are not subject to public disclosure; therefore, they may not have been included in this search. However, the Department conducts a monthly cross reference of each address on record for all registered sex offenders against all CCLD facility addresses pursuant to information shared by California DOJ. Community Care Licensing Division (CCLD) regularly sends information to licensed facilities, providers, and stakeholders by way of Provider Information Notices (PIN), Program Quarterly Update Newsletters, and other important information communication platforms. Exit interview was conducted with both of the Licensees. No citations were issued during today's inspection. LPA informed the Licensees the maximum capacity requirement of a Large Family Child Care Home License. The maximum number of children for whom care may be provided at any one time when there is an assistant provider in the home, including children under age 10 who reside at the licensee's home shall be either: (1) 12 children, no more than four of whom may be infants; or (2) more than 12 and up to 14 children if at least one child is enrolled in and attending kindergarten or elementary school and a second child is at least six years of age and there are no more than three infants being cared for during any time when more than 12 children are being cared for. LPA informed Licensees that effective today, 2/12/26, Large Family Day Care for a capacity of 14 will granted and mailed. Appeal Rights were given. A Notice of Site Visit was issued and must be posted for thirty days in a visible location.
