On 08/27/25, Licensing Program Analysts (LPAs) Harsimran Kaur and Mandeep Kaur met with Shruti Jain, Applicant. The purpose of the visit was an announced pre-licensing inspection at the facility to ensure the health, safety and personal rights as required by Title 22 and Health and Safety Regulations governing California Child Care Centers will be met. Applicant is requesting for a change of ownership with capacity of 38 preschool children ages 2 years to 6 years of age in classrooms 2's,3's,4's and 5's. The facility is currently operating under preschool license # 434417275. Facility will be converting to single license upon completion of this application process. The childcare center will operate Monday\342\200\223Friday 8:00AM - 6:00 PM. The fire clearance was approved on 8/8/2025. There are two children present at the facility during today's inspection. LPAs toured and measured the on-limits areas and classrooms located at the facility. The facility has a total of 4 classrooms. Preschool Classroom measurements are : The Indoor total measurements contain a total of {1480.44} square feet, which will accommodate Applicant\342\200\231s request for 38 preschool children. Preschool Outdoor Play measurements are: Outdoor total measurements contain a total of {4432.20} square feet, which will accommodate Applicant\342\200\231s request for 38 preschool children. LPAs observed all classrooms to be clean, safe, sanitary and in good repair. A comfortable temperature for children shall be maintained at all times. Furniture and equipment were observed to be maintained in good condition, free of sharp, loose or pointed parts. All materials and surfaces accessible to children, including toys, shall be free of toxic substances. All play equipment and materials used by children were observed to be age-appropriate. LPAs observed no fireplace. LPAs observed open face heaters those are barricaded and inaccessible to children. LPAs observed fully charged fire extinguisher, smoke and carbon monoxide detectors in the facility. There are 41 chairs, 8 tables, 48 cubbies, 40 cots, 4 toilets, and 4 sinks for day care children. Staff have separate bathroom that can be utilized by sick children if needed. Sick children will be isolated in the lobby area of the facility. LPAs observed that items that may pose a danger to children were stored in locked storage rooms inaccessible to children. LPAs observed containers with tight-fitting lids for the disposal of solid wastes. LPAs advised that Applicant maintains first-aid supplies in a location accessible to staff but inaccessible to children. Applicant stated that facility provides lunch and snacks to the children. LPAs advised that the menu should be posted at least one week in advance, in an area accessible by child's authorized representatives. The kitchen and storage area is clean and free of litter and rubbish. Applicant was advised that measures shall be taken to keep kitchen areas free of rodents and other vermin. Applicant was advised that full-day programs shall ensure that each child has a lunch, and children shall be free to drink as they wish. Drinking water is readily available for the children via filtered water cooler and brita water filter. Children can bring their own water bottles outdoors. Outdoor areas were free of hazards including, holes, broken glass dry grasses, and other debris that pose a fire hazard. Shade was provided by trees. The areas around and under high climbing equipment had cushioned with material (tanbark) that absorb falls. LPAs observed playground equipment were securely anchored to the ground. The playground structure age required sticker allows children 3 to 11 years of age. Applicant stated that children ages 2 to 3 years will not have access to that play structure. Applicant stated that for the health and safety of the children age group under 3 year old, will not use the play structure designated for 3 to 11 year old, under staff supervision at all times. The playground is enclosed by a fence at last four feet high to protect children keep them in the outdoor activity area. Applicant stated that there is a maintenance person coming to inspect the outdoor fence to make sure there is nothing broken and will be repaired. LPAs observed the sandboxes, Applicant was advised that sand boxes shall be inspected daily and kept free of hazardous foreign materials. Any construction or equipment that could pose a hazard in the outdoor activity area shall be made inaccessible to children in care. LPAs observed no outdoor bodies of water. Applicant was advised that AC shall be barricaded in the outdoor play area. Applicant stated that there are no weapons in facility premises. Drinking water from a non-contaminating fixture or container shall be readily available both indoors and in the outdoor activity area. LPAs advised per Health and Safety Code 1597.16(a)(1) Lead Testing and PIN-21-21-CCP Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010 to test their drinking water for lead contamination between January 1, 2020 and January 1, 2023, and then every 5 years after the date of the first test. Per Written Directive 100700(c)(1) Written Directives for Lead Testing (1) For a license issued on or after July 1, 2022, initial testing results shall be received and posted within 180 days of licensure. This facility plans to provide Incidental Medical Services \342\200\223 IMS. For IMS information, see PIN 22-02-CCP. A Plan of Operation that includes IMS must be submitted to the Department. Applicant was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated. LPA discussed the safe sleep regulations with Applicant and discussed the Child Care Licensing Safe Sleep webpage at: https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep , as an additional resource. LPA also informed Applicant of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at: https://www.cpsc.gov/ , and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. LPA reviewed with the Applicant LIC 311A, Records to Be Maintained At The Facility, for child\342\200\231s records, personnel records, administrative records, and documents to be posted. Applicant was informed of the MyChildCarePlan.org site, a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. Community Care Licensing Division (CCLD) regularly sends information to licensed facilities, providers, and stakeholders by way of Provider Information Notices (PIN), Program Quarterly Update Newsletters and other important information communication platforms.
