What the inspector wrote
On April 1, 2026, at 9:15 AM, Licensing Program Analyst (LPA) Elimika Woods met with Licensee Yuanyuan Gu for an unannounced annual/random inspection. Present during the inspection were the licensee’s two fingerprint-cleared assistants. There were 11 children present, including eight preschool-age children and three infants. The licensee stated that the facility operates Monday through Friday from 9:00 AM to 5:00 PM.
LPA disclosed the purpose of the inspection and toured the facility, both inside and outside, to conduct a health and safety inspection. LPA checked the home’s smoke and carbon monoxide detectors and found both to be functioning properly. The home also has a working telephone, a first aid kit, and a fully charged 2A10BC fire extinguisher, which meets standards established by the State Fire Marshal.
The single-family home is owned by the licensee and consists of one bedroom, one bathroom, a living room, kitchen, laundry room, backyard, side yard, and a detached garage.
The home was observed to be clean, orderly, and well maintained, and is equipped with centralized heating and ventilation to ensure the safety and comfort of children.
The ON-LIMIT AREAS are the living room, bathroom, kitchen, bedroom, and backyard. The isolation area is a section of the living room, away from other children in care.
The OFF-LIMIT AREAS are the laundry room and garage. These areas are made inaccessible to children by closed and/or locked doors and visual supervision.
At approximately 9:30 AM, LPA checked the cabinets in all on-limit areas, including the living room, bathroom, kitchen, bedroom, and any other accessible drawers or cabinets. No hazardous materials or toxins were observed. The home has a fireplace in the living room, which is properly blocked to prevent access by children. LPA asked the licensee whether she transports children or has any firearms in the home; the licensee stated she does not provide transportation and does not have any firearms.

At approximately 10:15 AM, LPA inspected the backyard area for pools, hot tubs, and other bodies of water. The facility was found to be in compliance with childcare licensing regulations. The backyard is fully fenced and free from defects or dangerous conditions. A detached garage is secured with a lock to prevent children’s access to equipment. Trees provide shade from sunlight to children in care. The outdoor area includes age-appropriate toys and equipment in good condition, such as benches, tricycles, scooters, playhouses, a sandbox, play kitchens, a crawling tunnel, and slides with cushioning underneath to absorb falls.
The licensee conducts and documents fire and disaster drills twice a year, with the last drill conducted on January 8, 2026. The licensee has completed Health and Safety training, and her CPR and First Aid certification is current, expiring in January 2028. The licensee completed mandated reporter training on April 10, 2024. All required forms are posted and visible for public review.
During the record review, LPA Woods reviewed the health records of the licensee and children and found that the licensee is in compliance with immunization laws pertaining to childcare providers. At approximately 10:00 AM, LPA reviewed the files of five children and two staff members. Children’s files contained immunization records, identification and emergency information, Parent’s Rights forms, and medical consent forms. Staff files contained required health records, statements acknowledging the requirement to report child abuse, and employee rights documentation.
Effective August 1, 2003, California Law requires Family Child Care Home licensees to report unusual incidents or injuries to children in care to child's parents and to the Department of Social Services using the Unusual Incident/Injury form (LIC 624B). Incidents must be reported within 24 hours by phone, fax, or electronic mail. The licensee was also reminded that Mandated Reporter Training ("General" and "Child Care Providers") is required for all staff and is to be renewed every 2 years by visiting

LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at

as an additional resource. LPA also informed licensee of the importance of checking for and removing any recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at

and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated
Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.
