What the inspector wrote

On 01/21/2026 at 9:05am, Licensing Program Analyst (LPA) Jialing \342\200\234Julianne\342\200\235 Zhu conducted an unannounced case management inspection for the purpose of investigating an incident that was reported to the Department. LPA met with Licensee Niiara Dzhylialova. Also present during the inspection were three (3) fingerprint-cleared assistants and 11 children (1 infant and 10 preschool-aged) in care. The facility is within ratio and in compliance with capacity regulations today. As Licensee\342\200\231s primary language is Russian, LPA obtained interpretation services from Multilingual Technologies. Interpreter Kakha (ID #: 9847360) provided interpretation for this inspection. During today\342\200\231s inspection, LPA conducted an interview with Licensee to obtain more information about the incident. Based on the information that was made available to LPA prior to today\342\200\231s inspection and interview with Licensee, LPA determined that one (1) adult residing in the home does not have a fingerprint clearance. Therefore, one (1) Type A deficiency was issued. A civil penalty of $500 was also assessed due to the nature of the citation. However, the Licensee stated that though the individual did reside in the home, the individual was only residing in the home part-time and was never in the home during hours of operation. This individual never interacted with children in care. As a result of the Type A deficiency cited during today\342\200\231s inspection, a copy of this report and LIC 9224 Acknowledgment of Receipt of Licensing Reports must be provided to parents/guardians of current enrolled children in care and all children enrolled following a 12-month period of this report. The LIC 9224 must be signed within the next business day the children are in care and is to be kept in the children\342\200\231s files. A Notice of Site Visit was given and must remain posted for 30 days. Exit interview was conducted, report was reviewed, and Appeal Rights were provided to Licensee Niiara Dzhylialova. Page 1 of 1.
