What the inspector wrote

On 4/15/2026 at 10:45 am, Licensing Program Analyst (LPA) Manel Estoesta conducted an annual and random visit. LPA met with the Licensee, Latika Kontia, and explained the nature of the visit. Present on this visit were the 1 adult living in the home, 2 other adults, 3 infants and 7 preschool children. The home operates from Monday to Friday 8:30 am to 5:30 pm. The home is a one-story home. The home is neat and clean with heating and ventilation for safety and comfort. The On-Limit Areas are the Living Room, Dining Room, Room 1(across the hallway bathroom), Hallway bathroom and the backyard. The backyard is the designated outdoor play area and is fully fenced. The Off-Limit Areas are Kitchen, Family room, Two Other Bedrooms, Master Bedroom and Master Bathroom, the Garage and the Side Yards which is inaccessible to children in care by closed and or locked doors and or a fence and or with visual supervision. The designated isolation area for a child who becomes ill while in care is the master bedroom. There are ample age-appropriate toys that appear to be safe and in good condition. There are no pools, hot tubs or any other bodies of water present during today's inspection. All hazardous materials and toxins are kept out of the reach of children, and it was observed that there are no toxins or hazardous items accessible today. The home has a fully charged 3A40BC fire extinguisher, working smoke detector, working carbon monoxide detector and working telephone. The home does have a fireplace at the off-limit areas and LPA reminded the Licensee that the fireplace must be made inaccessible to children in care. As per the licensee, there are no firearms in the home. LPA conducted fire and disaster drill and documented on 1/15/2026. Licensee owns the house, does not carry childcare liability insurance or a bond, and maintain the signed form LIC 282 AFFIDAVIT REGARDING LIABILITY INSURANCE. The Licensee completed the Health and Safety training completed on 9/20/2023, and CPR (Pediatric) and First Aid was renewed on 9/21/2025 with validity period of 2 years. The Licensee renewed the Mandated Reporter Training and had a current certificate dated 1/23/2026. The Licensee has records of Measles and Pertussis immunization, Influenza declination statement and TB clearance. LPA reminded the Licensee that only the Influenza vaccination can be decline with a written declination. The Licensee was reminded that all adults 18 and over living in the home, persons who provide care and supervision to children, and staff who have contact with children, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated. Facility roster of children was reviewed, and a copy was obtained. Children files were reviewed, which included records of receipt for Parents' Rights Notice, Identification and Emergency Information, Consent for Emergency Medical Treatment form, LIC 9227, Sleep Logs and Immunization. The licensee is in ratio today. Licensee stated that she does transport children at this time. Individual Medical Services (IMS) policy was discussed. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. There were no deficiencies cited today. A notice of site visit was given and must remain posted for 30 days. Failure to comply with posting requirements shall result in an immediate civil penalty of $100. Exit interview conducted and report was reviewed with the licensee, Latika Kontia.
