What the inspector wrote

On 7/9/2024 at 10 am, Licensing Program Analyst (LPA) Manel Estoesta conducted a Pre-Licensing Visit. LPA met with the Applicant SUSHMA KAMBHAM. Present on this visit were the Applicant\342\200\231s two school age children. The home plans to operate from Monday to Friday, 8 am to 6 pm. The home was toured to conduct a Health and Safety Inspection with the Applicant. The home is a one-story home. The home is neat and clean with heating and ventilation for safety and comfort. The On-Limit Areas are the Living Room, Dining Room, Bedroom adjacent to the Garage (Napping Room), Kitchen, Hallway Bathroom and the Backyard. The Backyard will be a designated outdoor play area that is fully fenced. At 10:30 am, LPA observed child safety strap locks installed on the kitchen cabinets and drawers. The Off-Limit Areas are the Garage, the Master Bedroom, Master Bathroom and the Bedroom adjacent to the Hallway Bathroom. LPA Estoesta reminded the Applicant that the Off-Limit Areas will be inaccessible to children in care by closed and or locked doors and or a fence/safety gate with visual supervision. There are no pools, hot tubes, or any other bodies of water. LPA reminded the Applicant that all hazardous materials and toxins are kept out of reach from children and are not accessible. The designated isolation area is the Master Bedroom when a child gets sick in day care. The home has a fully charged fire extinguisher 3A40BC, smoke detector, carbon monoxide and mobille phone. As per the applicant, there are no firearms on the premises. There are napping equiment, ample age-appropriate toys, play equipment and materials that appear to be safe and in good condition. LPA did not observe pet/s in the home. The home does have a fireplace at the Living Room, LPA recommended the Applicant to have the fireplace inaccessible by the children by using a furniture to block it, and the Applicant understood. At 10:45 am, LPA observed an outdoor air conditioner unit at the backyard, LPA recommended to have a cover for the unit and the Applicant understood. LPA recommended to have a toddler step stool and potty-training seat cover for the home's toilet in the hallway bathroom, and the applicant understood. The applicant provided proof of control of property. LPA reviewed the Applicant's Final Buyers Settlement Statement dated 4/15/2024. The Applicant completed the Preventive Health and Safety Training on 4/30/2024, Pediatric CPR and First Aid Training on 5/24/2024 and the Mandated Reporter General Training and Child Care Providers training online at https://mandatedreporterca.com/ on 1/21/2024. LPA advised the Applicant that the Pediatric CPR and First Aid Training and the Mandated Reporter General Training and Child Care Providers training requires 2 year renewal, and the Applicant understood. The Applicant has records Pertussis immunization, Influenza declination statement and TB clearance. The Applicant will submit her Measles Immunization Statement Record to the Regional Office on or by the following week. The Applicant's spouse has records of Influenza declination statement and TB clearance. LPA reminded the Applicant that Child care staff and volunteers in California are required to show proof of vaccination against these dangerous diseases: measles, whooping cough, and flu or declination statement (every year). LPA provided the following technical assistance during inspection. 1. Review of all required forms and information to be kept on file (LIC 311 D Children\342\200\231s forms/Records, Facility forms/Records, Information to be posted) 2. Incidental Medical Services 3. Reporting and Notifications Requirements 4. General Information (Child Care Updates, Provider Information Notification, etc.) 5. Miscellaneous Resources (Resources and Referral Agencies, Child Care Law Center, etc.) 6. Family Child Care Home Licensing Laws and Regulations 7. Child Care Advocate and Technical Support Program 8. LPA discussed the safe sleep regulations with the applicant and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed applicant of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. LPA discussed the INSPECTION AUTHORITY OF THE DEPARTMENT, 102391 (b) The licensee shall permit the Department to inspect the family childcare home, and to privately interview children or staff, to determine compliance with or to prevent violations of family childcare laws or regulations. The Department shall exercise this authority as specified in Health and Safety Code Section 1596.8535(a). The applicant understood. Applicant reminded stated that if she will transport children, that children cannot be left in parked vehicles unattended at any time, the motor vehicles used to transport children in care shall be maintained in safe operating conditions and all vehicle occupants must be secured in an appropriate restraint system. Applicant understood. Applicant was reminded that all adults 18 and over living in the home, persons who provide care and supervision to children, and staff who have contact with children, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated. The Applicant Family Child Care Home Small License Application will be pending at this time until the Applicant completed further application requirement discussed during the visit. Exit interview conducted and report was reviewed with the Applicant\342\200\231s SUSHMA KAMBHAM.
