What the inspector wrote
On 10/25/2024 at 10:30 pm, Licensing Program Analyst (LPA) Manel Estoesta conducted an announced Pre-licensing Visit. LPA met with the Applicant HUANG, YANLING and explained the nature of the visit. The Applicant also speaks Cantonese and Mandarin. Present on this visit was the one of the Landlord\342\200\231s Tenant \342\200\223 JIACHANG REN. The home plans to operate from Monday to Friday, 8:30 AM to 5:30 PM.
The Applicant submitted a Relocation Application (previous license number 435700340) and Capacity Increase Application, received at the Regional Office on 10/16/2024. The home was granted a Fire Clearance on 10/23/2024.
LPA toured the home with the Applicant to conduct a Health and Safety Inspection. The home is a single-story home. The home is neat and clean with central heating and ventilation for safety and comfort.
The ON-LIMIT AREA are the Living Room, Family Room, Dining Room, Hallway Bathroom, Bedroom # 3 (adjacent to the Living Room,) and left side of the backyard. The Bedroom # 3 will be designated for napping. The left side of the backyard, that will be a designated outdoor play area can be access through an access door of the Living Room and Family Room. The entire backyard is fully fenced. The designated isolation area will be the Dining Area Room when a child gets sick during the care.
The OFF-LIMIT AREA are the Master Bedroom with a Master Bathroom (adjacent to Bedroom # 3), Bedroom # 2 (adjacent to Hallway Bathroom), Bedroom # 4 with a bathroom located adjacent to driveway and right side of the Backyard. The Master Bedroom and the Bedroom # 4 is currently occupied by the other tenants, and the Bedroom # 2 currently occupied by the Applicant. LPA advised the Applicant that the OFF-LIMIT AREA will be inaccessible to children by locked doors, safety gates and visual supervision. LPA observed child safety retractable fence at the hallway.
The outdoor area has age-appropriate toys that appear to be clean and free from defects and dangerous conditions. There are no pools, hot tubes or any other bodies of water. All hazardous materials and toxins are kept out of reach from children and are not accessible. The home has a fully charged 2A10BC fire extinguisher, working smoke detector, carbon monoxide, telephone and fully stocked first aid kit. Per applicant, there are no firearms on the premises.
The applicant provided proof of control of property. Because the applicant rents the home, proof of landlord notification is required. The LPA reviewed the Property Owner/Landlord Notification form (LIC9151) that the applicant confirms was provided to the property owner/landlord. The applicant obtained a signed Property Owner/Landlord Consent form (LIC 9149).
The applicant completed the Health and Safety training (taken 6/27/21) and CPR (Pediatric) and First Aid (expires July 2025), and the Mandated Reporter Training (taken 10/25/2025). LPA discussed with the applicant that she must renew every two years, the CPR and First Aid, and Mandated Reporter Training. The applicant has proof of immunization record and LPA reminded applicant that only the Influenza vaccination can be decline with a written declination.
LPA reviewed the LIC 311D, Forms/Records to Keep in Your Family Child Care Homes, children\342\200\231s forms/records, facility forms/records, and information to be posted. Entrance Checklist was provided to the applicant.
Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. Applicant was informed of the MyChildCarePlan.org site, a consumer education website that helps families obtain childcare by connecting them to childcare providers and Resource and Referral Agencies (R&Rs) throughout California.
LPA discussed the safe sleep regulations with applicant and discussed the Child Care Licensing Safe Sleep webpage at:

, as an additional resource. LPA also informed [applicant, licensee, or facility representative] of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at:

, and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.
Applicant was reminded that all adults 18 and over living in the home, persons who provide care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated.
LPA required the Applicant to furnish the rooms where she will be providing care with safe toys, play equipment and materials, and furniture that are age appropriate. The Applicant understood and will send a Proof to LPA\342\200\231s email.
The home is not recommended yet for a Family Child Care Home (FCCH) Small License currently until the above-mentioned recommendation/requirement is completed.
