What the inspector wrote

** INSPECTION PERFORMED VIA THE PLATFORM ZOOM DUE TO COVID-19 PANDEMIC. A Prelicensing TELEVISIT was conducted today 10/27/2020 by Licensing Program Analyst (LPA) Melanie Otsuji. LPA met with Applicant, Tom Gannon, via the platform ZOOM due to the COVID-19 pandemic. The applicant has submitted an application for a CHANGE IN OWNERSHIP to a preschool program. The program will operate from 8:00AM - 5:00PM in 4 classrooms. Applicant states that no changes to square footage has been made with the Change in Ownership transition. A health and safety inspection was conducted inside and outside and the measurements are as follows: INDOORS: 1569 square feet = 45 children OUTDOORS: 4511 square feet = 60 children The center has obtained an approved fire inspection clearance from the Palo Alto Fire Department. It is noted that during today's visit the layout of the school has temporarily changed due to facility COVID-19 procedures. LPA will be making a visit to the facility to confirm facility reverts back to measurements on file before standard license is issued. T he preschool rooms are equipped with varied age appropriate materials and equipment. There are 3 toilets and 4 sinks available for children. Staff utilize a separate restroom. This facility plans to provide Incidental Medical Services – IMS. A Plan of Operation that includes IMS must be submitted to the Department when any changes are made. The play yards are fenced in all around. The small climbing structure is cushioned to absorb a fall. There is sufficient shade for children to rest in. The center has pitchers and cups, as well as water bottles for indoor and outdoor activities. The center will provide snacks. Families will be required to provide their own lunches and snacks for children. No cleaning agents were found stored with food. There is a microwave and refrigerators available. First aid supplies are available in the center. There is a working telephone on site. Carbon monoxide is available. Electronic sign in and out will be utilized. Mandated reporter and appeal rights, civil penalties, unusual incident reporting and fingerprint requirements were discussed today. Licensee is also being informed of the web address ( www.ccld.ca.gov ) for downloading child care forms, and the director is encouraged to email ChildCareAdvocatesprogram@dss.ca.gov to be included in the Child Care Quarterly Updates distribution list.The director is also reminded that mandated reporter training is required for all staff and is to be renewed every 2 years at www.mandatedreporterca.com . Zero Tolerance policies were explained. The center was found to be clean, safe, sanitary, and in good repair. A provisional license for 30 preschool children will be issued on today's date, 10/27/2020. Facility changed layout due to COVID-19 mitigation. Once group/cohort sizing is changed, facility will change facility layout back to what is on file. LPA will then make a secondary visit to ensure measurements are correct and a standard license will be issued. An exit interview was conducted.
