What the inspector wrote
On April 22, 2026, at 10:00 AM, Licensing Program Analyst (LPA) Elimika Woods conducted an unannounced Annual Required Inspection and met with the Director, Thomas “Tom” Gannon. LPA disclosed the purpose of the inspection. The facility was toured both indoors and outdoors to conduct a health and safety inspection. There were 25 preschool-age children present during the inspection, along with six additional staff members. The facility’s current hours of operation are Monday through Friday, 7:45 AM to 5:00 PM.
LPA reviewed facility records and verified that all individuals subject to criminal record review have received a clearance or exemption and are properly associated with the facility. A census of children was conducted and matched the 25 children signed in through the Brightwheel app in the electronic system. At approximately 10:25 AM, LPA reviewed five (5) children’s files. All files contained required documentation, including Personal Rights, Parent Rights, Medical Consent, and Identification & Emergency Information forms.
At approximately 11:00 AM, LPA reviewed three (3) staff files. All files contained required documentation, including Health Screening and Employee Rights forms. At least one staff member present (opening/closing staff) holds a current CPR and First Aid certification. Disaster drills are conducted at least once every six months, with the last drill completed on November 17, 2025.
The facility is equipped with working smoke and carbon monoxide detectors, a functioning telephone, first aid kits, and multiple fully charged 3A40BC fire extinguishers that meet standards established by the State Fire Marshal. All required postings are displayed in an area accessible to the public.
The three classrooms were inspected, and teacher-to-child ratios were observed to be in compliance. Classrooms contain adequate play and learning materials. Floors, furniture, and equipment are age-appropriate and in good repair. The facility has adequate heating, air conditioning, ventilation, and lighting. Drinking water is readily available both indoors and outdoors. Each child has proper individual storage space. The designated isolation area for ill children is the director’s office, which is separate from other children in care.

This facility provides Incidental Medical Services – IMS. LPA reviewed storage of medication and equipment/supplies, and reviewed children’s, personnel, and administrative records. . LPA reminded the director that a refrigerator shall be used to store any medications that requires refrigeration.
This facility provides snacks for the children, and parents provide lunch from home. Monthly menus are posted in advance for parents to review at the facility. LPA observed the food preparation and storage area, including the refrigerator, and found the area to be clean and free of evidence of rodents. A gate is installed in the kitchen area to prevent access by children. Pesticides and other toxic substances are not stored in cabinets containing food, or in areas where food is prepared, or where kitchen utensils and equipment are stored. All solid waste storage containers have tight-fitting covers and are maintained in good repair.
The outdoor area includes a play structure with a slide that is securely anchored and equipped with cushioning material underneath to absorb falls. Trees and canopies provide shade and protection from harmful sunlight during outdoor activities. The play equipment is age-appropriate and in good repair, including tables and chairs, benches, water stations, digging shovels, cones, playhouses, play kitchens, bikes, scooters, mats, building blocks, tires, trucks, and a merry-go-round.
LPA observed that the staff restroom is separate from the children’s restrooms. All sinks and faucets are in safe and sanitary operating condition. Children’s restrooms are located near both the front and rear exits/entries of the center. Sinks and toilets are accessible to children, and paper towels and soap are readily available. LPA tested the toilets and ran the faucets to ensure proper operation and verified that the water temperature is maintained at a safe level and does not become excessively hot.
California Law requires Child Care Centers licensees to
report unusual incidents
or injuries to children in care to child's parents and to the Department of Social Services using the Unusual Incident/Injury form (LIC 624). Incidents must be reported within 24 hours by phone, fax, or electronic mail. The director was also reminded that Mandated Reporter Training ("General" and "Child Care Providers") is required for all staff and is to be renewed every 2 years by visiting

The director was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.
There are no deficiencies cited today. A notice of site visit was given and must remain posted for 30 days. Exit interview conducted and report was reviewed with the Director Thomas "Tom" Gannon.
