What the inspector wrote

On 07/30/2025 at 1:30pm, Licensing Program Analyst (LPA) Jialing “Julianne” Zhu conducted an UNANNOUNCED COMPLAINT SITE INSPECTION. LPA met with Director Cynthia “Cindy” Alvarez. LPA advised director the nature of the inspection is to deliver the findings of the complaint investigation. Present during the inspection were five (5) fingerprint-cleared staff and 30 (3 toddlers and 27 preschool-age) children. This agency has investigated the complaint alleging staff do not prevent a daycare child from biting another daycare child while in care. Throughout the course of the inspection, LPA conducted interviews with Licensee/Owner Dibjot Gill, Director Cindy Alvarez, staff (teachers & assistants), and a sampling of children. LPA reviewed a sample of staff and children’s files. LPA also made observations of interactions between facility staff and children when inside and outside. Although the allegation may have happened or is valid, there is not a preponderance of evidence to prove the alleged violation did or did not occur, therefore the allegation is UNSUBSTANTIATED. Report was reviewed, exit interview was conducted, and Appeal Rights were provided to Director Cindy Alvarez. Notice of Site Visit was given and must remain posted for 30 days.
