What the inspector wrote

On 6/3/2025 at 9 am, Licensing Program Analyst (LPA) Manel Estoesta conducted a Case Management Visit. LPA met with the Director Yugandhara Nimkar and Krishna Kant , and explained the nature of the visit. Present on this visit were 4 Staff, 1 toddler and 16 preschool children. The facility operates from Monday to Friday 8 am to 6 pm. This visit resulted from a complaint investigation dated 5/20/2025. LPA Estoesta informed the Licensee Krishna Kant that this report dated 6/3/2025 included Type A and B Citation which should be posted as there were an immediate and potential risk to the health, safety, or personal rights of children in care. Also, LPA's informed Licensee Krishna Kant to provide a copy of this licensing report dated 6/3/2025 that documents of any Type A citation, to parents/guardians of all children currently enrolled by the next business day or the next day the children are in care, and to any newly enrolled parents/guardians for 12 months from the date of this report. A signed Acknowledgement of Receipt of Licensing Report (LIC 9224), or other written statement, must be placed in the child's file for verification. A notice of site visit was given and must remain posted for 30 days. Failure to comply with posting requirements shall result in an immediate civil penalty of $100. Exit interview conducted and report was reviewed with the Licensee Krishna Kant.

  • CRIMINAL RECORD CLEARANCE

    Criminal Record Clearance 101170, (e) All individuals subject to a criminal record review pursuant to Health and Safety Code Section 1596.871 shall prior to working, residing or volunteering in a licensed facility: (1) Obtain a California clearance or a criminal record exemption as required by the Department...... This requirement is not met as evidenced by: On LPA Estoesta visit conducted on 05/20/2025, S1 and S2 were present on this visit and did not obtain a California clearance or or a criminal record exemption as required by the Department. Based on the LPA's evidence, the licensee did not comply with the section cited above which poses an immediate health, safety and personal rights risk to children in care.

  • TEACHER-CHILD RATIO

    Teacher-Child Ratio 101216.3 - (a) There shall be a ratio of one teacher visually observing and supervising no more than 12 children in attendance..... This requirement is not met as evidenced by: On LPA Estoesta visit conducted on 05/20/2025, from 10 am to 11 am, S4 was the only the official staff supervising 18 children in care. S4 is a teacher aide. Based on the LPA's evidence, the licensee did not comply with the section cited above which poses a potential health, safety and personal rights risk to children in care.

  • HEALTH AND SAFETY CODE SECTION

    1596.885(c) - Denial, suspension or revocation of license, registration, or special permits; grounds.....The department may deny an application for or suspend or revoke any license, registration, or special permit issued under this act upon any of the following grounds and in the manner provided in this act: (c) Conduct which is inimical to the health, morals, welfare, or safety of either an individual in or receiving services from the facility or the people of this state..... This requirement is not met as evidenced by: On LPA Estoesta visit conducted on 05/20/2025, the Licensee Krishna Kant, provided disinformation to LPA Estoesta. During LPA’s interview on the 05/20/2025 visit, S1 and S2, were the individuals who were misrepresented to LPA Estoesta. S1 and S2 claimed the identity of individuals who previously worked in the facility. On 05/22/2025, the Licensee spoke with LPA Estoesta over the phone. The Licensee Krishna Kant, confessed that S1 and S2 were not the individuals who claimed they were to be. Based on the above evidence, the licensee did not comply with the section cited above which poses an immediate health, safety and personal rights risk to children in care.
