What the inspector wrote

On 10/14/25, Licensing Program Analysts (LPA\342\200\231s) Brindha Govindasamy, Melissa Domantay and Jialing Zhu "Julianne" met with Erin Knight director and Mary Beth, Head of School (Applicant). The purpose of the visit was an announced pre-licensing inspection at the facility to ensure the health, safety and personal rights as required by Title 22 and Health and Safety Regulations governing California Child Care Centers will be met. The facility has 2 levels first floor and Second floor along with an outdoor play yard. Applicant is requesting a new license with capacity of 12 infants ages 0 to 18 months in Hummingbird and Chickadee classrooms (1st floor), 36 toddlers ages 18 months to 2.9 years in Cardinal and Blue Heron Classrooms (1 st floor) and 72 preschool children ages 2.9 years to 6 years in Lilac, Sunflower and Purple Sage Classrooms (2 nd floor). The childcare center will operate Monday\342\200\223Friday 7:30AM - 6:00 PM. The fire clearance was approved on 04/25/25 for 120 children. LPAs toured and measured the on-limits areas and classrooms located at the facility. The facility has a total of 07 classrooms. Continue to page 2 Page 2 Infant\342\200\231s Classroom measurements are : The Indoor total measurements contains a total of {1226.63} square feet, which will accommodate Applicant\342\200\231s request for 12 infants. LPAs continued to tour the facility and measured all outdoor activity space. Infant\342\200\231s Outdoor Play measurements are: Outdoor total measurements contain a total of { 2238.64 } square feet, which will accommodate Applicant\342\200\231s request for 12 infants. Toddler\342\200\231s Classroom measurements are : The Indoor total measurements contain a total of { 1990.30} square feet, which will accommodate Applicant\342\200\231s request for 36 toddlers. LPAs continued to tour the facility and measured all outdoor activity space. Toddler\342\200\231s Outdoor Play measurements are: Outdoor total measurements contain a total of {1819.14 } square feet, which will not accommodate Applicant\342\200\231s request for 36 toddlers. Preschooler\342\200\231s Classroom measurements are: The Indoor total measurements contain a total of { 5255.13} square feet, which will accommodate Applicant\342\200\231s request for 72 preschoolers. LPAs continued to tour the facility and measured all outdoor activity space. Preschooler\342\200\231s Outdoor Play measurements are: Outdoor total measurements contain a total of { 11,074.11 } square feet, which will accommodate Applicant\342\200\231s request for 72 preschoolers. Continue to page 3 Page 3 LPAs observed all classrooms to be clean, safe, sanitary and in good repair. LPA\342\200\231s observed napping room which is separated from the infant activity area. LPA observed 12 cribs during the inspection (06 in each infant\342\200\231s room) . LPA\342\200\231s reminded Director to ensure sheets are tightly fitted and no objects should be inside or hanging outside of the crib. LPA\342\200\231s observed changing tables are within arm\342\200\231s reach of sink area. Infant and Toddler Classrooms have a separate staff space that includes sink, refrigerator, food, bottle and preparation area, storage, dishwasher, washer and dryer. Preschool Classrooms have a separate staff space that includes sink, refrigerator, food and preparation area, storage and dishwasher. There is a laundry room is located on the 2 nd floor with 03 washers and 03 dryers. (One assigned to each Preschool Classroom.) A comfortable temperature for children shall be maintained at all times. Furniture and equipment were observed to be maintained in good condition, free of sharp, loose or pointed parts. All materials and surfaces accessible to children, including toys, shall be free of toxic substances. All play equipment and materials used by children were observed to be age appropriate. LPAs observed no fireplace or open face heaters. LPAs observed fully charged fire extinguisher, smoke and carbon monoxide detectors in the facility. There are 132 chairs, 34 tables, 112 cubbies, 12 cots, 12 toilets, 4 changing tables and 18 sinks for infants, toddlers and preschoolers. Staff have separate restrooms that can be utilized by sick children if needed. There is an isolation area with a divided partition on each level for sick children close to restroom and teacher\342\200\231s room. LPA\342\200\231s observed that items that may pose a danger to children were stored in locked storage rooms inaccessible to children. LPAs observed containers with tight-fitting lids for the disposal of solid waste. LPAs advised that Applicant maintains first-aid supplies in a location accessible to staff but inaccessible to children. The Applicant shall take measures to keep the center free of flies, other insects, and rodents. Lunch and snacks are provided by parents. Facility does have an alternate source for food preparation and service in the event of an emergency. Drinking water is readily available for children via filtered water sources and children\342\200\231s own water bottles. Children\342\200\231s can also bring their own water bottles outdoors. Continue to page 4 Page 4 Outdoor areas for infants, toddlers, preschoolers were free of hazards including holes, broken glass dry grasses, and other debris that pose a fire hazard. Preschool outdoor activity space is physically separate from the infant and toddler outdoor activity space. Shade was provided by trees and canopy structures. The areas around and under high climbing equipment, slides equipment had tan bark that absorbs falls. The playground is enclosed by a fence to protect children and to keep them in the outdoor activity area. All emergency exits are secured by alarms. Lpa\342\200\231s tested emergency exits. LPA\342\200\231s observed no bodies of water. The fence is at least four feet high. Any construction or equipment that could pose a hazard in the outdoor activity area shall be made inaccessible to children in care. 100 percent visual supervision is required during outdoor play time. LPA\342\200\231s informed applicant to remove standing water on covered sand box area . Applicant was reminded that a child who is between 18 months and 36 months of age may participate in the toddler program with written permission from the child's authorized representative. No child in the toddler program shall be placed in the preschool program before the age of 30 months without written permission from the child's authorized representative. Drinking water from a non-contaminating fixture or container shall be readily available both indoors and in the outdoor activity area. LPAs advised per Health and Safety Code 1597.16(a)(1) Lead Testing and PIN-21-21-CCP Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018 , requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010 to test their drinking water for lead contamination between January 1, 2020 and January 1, 2023, and then every 5 years after the date of the first test. Per Written Directive 100700(c)(1) Written Directives for Lead Testing (1) For a license issued on or after July 1, 2022, initial testing results shall be received and posted within 180 days of licensure. This facility plans to provide Incidental Medical Services \342\200\223 IMS. For IMS information, see PIN 22-02-CCP . A Plan of Operation that includes IMS must be submitted to the Department. Continue to page 5 Page 5 LPAs discussed the safe sleep regulations with Director and discussed the Child Care Licensing Safe Sleep webpage at: https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep , as an additional resource. LPAs also informed Applicant of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at: https://www.cpsc.gov/ , and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. LPAs reviewed with the Applicant LIC 311A, Records to Be Maintained at The Facility, for child\342\200\231s records, personnel records, administrative records, and documents to be posted. Applicants were informed of the MyChildCarePlan.org site, a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. Community Care Licensing Division (CCLD) regularly sends information to licensed facilities, providers, and stakeholders by way of Provider Information Notices (PIN), Program Quarterly Update Newsletters and other important information communication platforms. The following are needed before a licensure is considered. 1. An Outdoor waiver request for toddlers. 2.A Final license determination will be made upon review by the Licensing Program Manager.
