What the inspector wrote
On 12/12/25, Licensing Program Analyst (LPA) Brindha Govindasamy met with applicant Lakshmi Shanmuga Canagaraj. The purpose of the visit was an announced change of ownership pre-licensing inspection at the facility to ensure the health, safety and personal rights as required by Title 22 and Health and Safety Regulations governing California Child Care Centers will be met. Applicant is requesting a new license with capacity of 12 infants ages 0 to 24 months in classroom 1, 18 toddlers ages 18 months to 36 months in Classroom 2 and 20 preschool children ages 02 years to Entry into First Grade in Classroom 3. The childcare center will operate Monday\342\200\223Friday 8:30AM \342\200\223 5:30 PM. The fire clearance was approved on 08/05/25 for 50 children. LPA reviewed with applicant the LIC 311A, Records to be Maintained at the Facility, for child\342\200\231s records, personnel records, administrative records, and documents to be posted. Entrance Checklist was provided to the applicant.
LPA toured and measured the on-limits areas and classrooms located at the facility. The facility has a total of 03 classrooms. The facility does not have space to provide separate outdoor activity space for each component and is requesting a shared outdoor activity waiver to meet this regulatory requirement.

The Indoor total measurements contain a total of 638.60 square feet, which will accommodate Applicant\342\200\231s request for 18 toddlers.
Preschooler\342\200\231s Classroom measurements are:
The Indoor total measurements contain a total of 757.93 square feet, which will accommodate Applicant\342\200\231s request for 20 preschoolers. LPAs continued to tour the facility and measured outdoor activity space.
Outdoor Play measurements are:
Outdoor total measurements contain a total of 1866.82 square feet, which will not accommodate Applicant\342\200\231s request for 50 children.
LPA observed all classrooms to be clean, safe, sanitary and in good repair. LPA observed napping room which is separated from the infant activity area. LPA observed 6 cribs during the inspection. LPA reminded director to ensure sheets are tightly fitted and no objects should be inside or hanging outside of the crib. LPAs observed changing tables are within arm\342\200\231s reach of sink area. Infant Classroom includes sink, refrigerator, food, bottle and preparation area and storage. LPA informed applicant
to install a sound absorption wall at the infant napping area at least 4 feet high.
A comfortable temperature for children shall be maintained at all times. Furniture and equipment were observed to be maintained in good condition, free of sharp, loose or pointed parts. All materials and surfaces accessible to children, including toys, shall be free of toxic substances. All play equipment and materials used by children were observed to be age appropriate. LPA observed no fireplace but open face heaters in the infant and preschool classroom. LPA informed applicant
open-faced heaters shall be made inaccessible to children to ensure children's safety including visual supervision and barriers to meet this requirement.
LPA observed fully charged fire extinguisher, smoke and carbon monoxide detectors in the facility. There are 33 chairs, 7 tables, 30 cubbies, 48 cots, 4 toilets, 3 changing tables and 6 sinks for infants, toddlers and preschoolers. Staff have separate restrooms that can be utilized by sick children if needed. The isolation area is at the preschool classroom close to restroom. LPA observed that items that may pose a danger to children were stored in locked storage rooms inaccessible to children. LPA observed containers with tight-fitting lids for the disposal of solid waste. LPA advised that Applicant maintains first-aid supplies in a location accessible to staff but inaccessible to children.

The Applicant shall take measures to keep the center free of flies, other insects, and rodents. Lunch are provided by parents and the facility provides snacks. Facility does have an alternate source for food preparation and service in the event of an emergency. Drinking water is readily available for children via tap water source and children\342\200\231s own water bottles. Children\342\200\231s can also bring their own water bottles outdoors.
The outdoor play area is in the front of the building. Outdoor areas for infants, toddlers, preschoolers were free of hazards including holes, broken glass dry grasses, and other debris that pose a fire hazard. Shade was provided by canopy structure. The areas around and under high climbing equipment, slide equipment had poured rubber that absorbs falls. The playground is enclosed by a fence which is at least 4 feet high to protect children and to keep them in the outdoor activity area. All emergency exits are secured by alarms. LPA observed no bodies of water and confirmed with applicant that there is no weapons in the facility. Any construction or equipment that could pose a hazard in the outdoor activity area shall be made inaccessible to children in care. 100 percent visual supervision is required during outdoor play time.
Applicant was reminded that a child who is between 18 months and 36 months of age may participate in the toddler program with written permission from the child's authorized representative. No child in the toddler program shall be placed in the preschool program before the age of 30 months without written permission from the child's authorized representative.
Drinking water from a non-contaminating fixture or container shall be readily available both indoors and in the outdoor activity area. LPAs advised per Health and Safety Code 1597.16(a)(1) Lead Testing and PIN-21-21-CCP
Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018
, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010 to test their drinking water for lead contamination between January 1, 2020 and January 1, 2023, and then every 5 years after the date of the first test.
Per Written Directive 100700(c)(1) Written Directives for Lead Testing (1) For a license issued on or after July 1, 2022, initial testing results shall be received and posted within 180 days of licensure.

, as an additional resource. LPAs also informed Applicant of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at:

, and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.
Applicants were informed of the MyChildCarePlan.org site, a consumer education website that helps families obtain child care by connecting them to childcare providers and Resource and Referral Agencies (R&Rs) throughout California.
Applicant, Licensee, or Facility Representative] was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated.

The following are needed before a licensure is considered.

A Final license determination will be made upon review by the Licensing Program Manager.

4. Install protective barriers on all open face heaters to ensure they are inaccessible to children in the infant and Preschool classrooms.
5.Outdoor Play activity area - Appropriate infant age toys and plan on supervision
6. Batteries for exit doors alarms.
