What the inspector wrote

Licensing Program Analyst (LPA), Cortney Nelson, met with Licensee, Lisa Patterson , for an unannounced Required- 1 Year Inspection. LPA was granted access to the facility by the Licensee and toured both indoors and outdoors during the inspection. LPA observed all required postings near the entrance to the facility. Hours of operation for the facility are Monday \342\200\223 Friday, 8:00AM-4:00PM . Upon arrival at the facility there were eleven (11) children in the Pre-K "Rainbow" room with 1 qualified teacher, nine (9) children in the 3-4 year old "Twinklers" room with 1 qualified teacher, and eight (8) children in the 4-5 year old "Sunshine" room with 1 qualified teacher, for a total of 28 preschool-aged children with 3 teachers and 1 assistant. Total number of children and staff present is compliant with the facility license capacity and ratio requirements. LPA reviewed sign-in/out sheets, facility roster (LIC9040), and fire/disaster drill log during today\342\200\231s inspection. Sign-in/out was observed to be compliant with full legal signature and time of day. The last fire/disaster drill was conducted on 2/11/2022, which is compliant with the six-month requirement for facilities. LPA observed two fully charged 3A40BC fire extinguishers, functioning smoke detectors and carbon monoxide detectors. Licensee states that she currently has a child in care who require Incidental Medical Services (EpiPen) and administers medication to children in care. Medication is properly stored out of reach of children, in a locked box, with the proper documentation for each child. The Licensee states that there are no weapons or firearms on the premises. This facility provides Incidental Medical Services- IMS. LPA reviewed storage of medication and equipment/supplies, and reviewed children\342\200\231s, personnel, and administrative records. LPA observed sufficient age-appropriate materials, toys, and play equipment in the facility. The floors were clean and free of tripping hazards. Drinking water is readily available for children in the facility via Brita water dispensers and water bottles from home labeled with the children\342\200\231s names. Staff and children\342\200\231s bathrooms are clean, sanitary, and operable. There is a separate staff bathroom, not utilized by the children, which an isolated child can use if necessary. The Licensee has a working telephone at the facility. The outdoor area of the facility was inspected and observed to be fenced in. LPA observed play equipment was in good condition, age-appropriate, and has sufficient resilient materials (rubber padding/tanbark) to absorb falls. Sandbox located outside has black mesh visible through the sand that may pose a tripping hazard for children playing. LPA advised that mesh is cut or replaced in the sandbox. There is a functioning drinking fountain outside for children to drink from. Water dispensers are also located outside for refilling children's water bottles. No outdoor bodies of water were observed during today\342\200\231s inspection. Shaded rest area is provided by canopy and building overhang. Food is provided by the facility and is stored, prepared, and served in a safe and healthful manner to the children. Facility offers both full day and half day program and provides midmorning and midafternoon snack to children. Children who attend full day program bring a lunch from home. Menu is in writing and posted at least one week in advance, accessible to authorized representatives. The kitchen and storage area is clean and free of litter and rubbish. Equipment necessary for the storage, preparation and service of food is well maintained, clean, and sanitized after each use. 10 children\342\200\231s files were reviewed during today\342\200\231s inspection and all required documents/immunization records were present. 5 staff files (Licensee /3 teachers/ 1 aid) were reviewed and most required documents were present. All teachers are fully qualified with 12 ECE units. The Licensee has current CPR/First-Aid that expires 11/2023 and Mandated Reporter Training that expires on 9/16/2023. LPA reminded Licensee that both trainings must be renewed every 2 years. Licensee was reminded that all adults 18 and over, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated. The Licensee understands that the site director shall be on the premises during the hours the center is in operation and that children at the center shall be visually supervised at all times. LPA reminded Licensee that there shall be at least one person with valid CPR and First-Aid certifications on site at all times or present during off site activities, such as field trips. Exit interview conducted and report was reviewed with the Licensee, Lisa Patterson. As a result of today\342\200\231s inspection, deficiencies were cited, see 809-D. A NOTICE OF SITE VISIT WAS GIVEN AND MUST REMAIN POSTED FOR 30 DAYS. To improve the quality and value of the new inspection process, a survey will be sent to the email address provided.
