Inspector’s narrative

What the inspector wrote

Licensing Program Analyst (LPA), Cortney Nelson, met with Site Director, Viviana Sedano, to conduct capacity increase at the facility. Upon arrival, LPA was admitted into the facility by Viviana and completed classroom measurements during todays inspection. The facility relocated to Green Valley Christian Center (4/2023) due to road collapse and has now received clearance to resume use of the primary school building. A capacity increase is being conducted to combine the church classrooms (#301 & #302) and the school classrooms (#111/113 & #112/114) to the licensed space for preschool-age children. INDOOR MEASUREMENTS ARE AS FOLLOWS: Classroom #111/113 39.250 x 23.333 = 915.820 encumbered space 11.500 x 2.167 = 24.921 (counter top) 12.000 x 2.167 = 26.004 (counter top) 3.667 x 6.833 = 25.057 (restroom) Total: 75.982 --------------------------------------------------------------- Classroom #112/114 39.250 x 23.333 = 915.820 encumbered space: 3.750 x 5.667 = 21.251 (restroom) 12.250 x 2.167 = 26.546 (x2) = 53.092 (counter tops) Total: 74.343 (915.820 - 74.343) + (915.820 - 75.982) = 1681.315/ 35 SQ FT = 48 children Classroom #111/113 is equipped with twenty-seven cubbies, eighteen chairs, and three tables. There is one toilet (15) and two sinks (30) available for use in the classroom. Classroom #112/114 is equipped with twenty-six hooks, thirty-six cubbies, twenty-one chairs, and four tables. There is one toilet (15) and two sinks (30) available for use in the classroom. Viviana states that there are additional chairs and tables stored at the school that can be used by the preschool if needed. Both classrooms have a functioning carbon monoxide detector and built in fire detection. There is a fully charged 2A10BC fire extinguisher (last serviced: 9/2023) available in the hallway between both classrooms. LPA observed that the classrooms are equipped with a variety of toys and materials for the children, such as books, art materials, blocks, and other manipulative toys. Viviana states that the school classrooms will begin use in early 2024 and additional materials from the church classrooms will be distributed to those classrooms prior to use. LPA observed that required postings are hung in the hallway outside of the classrooms and advised Viviana to post the approved outdoor play space waiver. A fire clearance was approved by Watsonville Fire Department on 11/16/2023 and indicates that the current walkways between the church and the school must remain the same for preschool-age children, even when the driveway has opened following construction. Viviana states that the Fire Department requested a follow-up inspection if the preschool uses the driveway again following completion of the construction. The facility will continue to utilize the grass field for outdoor play and an approved waiver was granted on 11/1/2023. LPA reminded that school-age children and preschool-age children shall not commingle at any time. The facility has outdoor play equipment for the preschool children that is age appropriate and in good condition. Viviana states that the playground will not be utilized as it is damaged from securing the retaining wall near it. The playground will not be used by preschool-age children until it has been repaired and approved for use again. The facility will no longer be utilizing the temporary emergency waiver issued for shared bathroom space in the church building. LPA advised Viviana that children shall use only the restrooms located in the preschool classrooms moving forward. The temporary emergency waiver has been rescinded. Indoor capacity for three preschool classrooms is limited to fifteen preschoolers each due to one toilet (15) and one sink (15) available for use in each classroom. The indoor capacity for the church classrooms and school classrooms is approved for 45 preschool-age children. The outdoor square footage was measured on 4/13/2023 and has sufficient space for 45 preschool-age children. Exit interview conducted and report was reviewed with Site Director, Viviana Sedano. As a result of today’s inspection, no deficiencies were cited. A NOTICE OF SITE VISIT WAS GIVEN AND MUST REMAIN POSTED FOR 30 DAYS . LPA advised that a revised license indicating the approved preschool classrooms and outdoor play space waiver requirements will be issued pending manager review and the submission of the following corrections: -Updated Application for a Child Care Center (LIC200A) with adjusted capacity request for 45 preschool-age children
