What the inspector wrote

Licensing Program Analysts (LPAs), Cortney Nelson and Jovani Dillon, met with Coordinator, Vanessa Garcia, to follow-up on inactive status due to construction/renovations that occurred at the facility. LPAs were admitted into the facility by Vanessa and toured both indoors and outdoors upon arrival. During todays inspection the Director, Lisa Sandoval, additionally arrived. Construction/renovation was completed at the facility due to flooding that occurred. Irrigation pumps located under the building were not in operation, which caused flooding during the frequent rains that were occurring. Due to the flooding, the floors and some windows/walls needed replacement from water damage. All renovations to the building have now been completed and the facility is now safe to resume operation. During todays inspection, there were eight (8) preschool-age children and three (3) staff members present. The facility resumed operation on 7/18/2023, after indicating to the Department of their planned reopening on 7/14/2023. There are currently eleven children enrolled. The facility has two classrooms (4/5 year olds & 3/4 year olds) and only the 3/4 year old classroom is currently open. The 4/5 year old classroom is not currently in use and Vanessa states they anticipate utilizing the classroom again in August. LPAs requested the Department is notified when the classroom will be used again. During inspection of the outside area, LPAs observed there is still on-going construction, by the school district, for the water valves/irrigation located underground near the facility. All active construction areas are inaccessible to children and Vanessa states that the children are now accessing the playground through a different door (front bathroom door) to avoid areas with construction. Vanessa additionally states that the children will remain inside as needed if the construction is unable to be safely separated from the children. The outdoor space is otherwise safe for children and equipped with a playground with resilient material (tanbark), sandbox, bikes, and other play materials. An additional barricade will be added to the back emergency ramp to keep the construction area inaccessible to children. The site supervisor for the facility will be Maria "Lupe" Fernandez and LPA requested that her qualifications are submitted for review. LPAs reviewed personnel roster (LIC500) and confirmed that there is sufficient staff for the children currently enrolled. The emergency disaster plan (LIC610) has been updated and emergency routes have additionally been updated to avoid active construction areas. LPAs discussed Designation of Facility Responsibility (LIC308) with Vanessa and advised designating the affiliated Coordinator and Site Supervisor for each PVUSD site. The facility is now cleared to resume active status and LPAs requested Lupe's qualifications are submitted by 7/28/2023 for review. LPAs advised that a new license will be generated, sent to the facility, and shall be posted upon receipt. As a result of todays inspection, no deficiencies were cited. Exit interview conducted and report was reviewed with Coordinator, Vanessa Garcia, and Director, Lisa Sandoval. A notice of site visit was given and must be posted for 30 days.
