What the inspector wrote

Licensing Program Analyst (LPA), Cortney Nelson, met with Site Coordinator, Claudia 'Gaby' Solano and Director, Lisa Sandoval, for an unannounced Annual/Random Inspection. LPA was granted access to the facility by Gaby and toured both indoors and outdoors during the inspection. Upon arrival, there were six (6) infants and four staff present, which is compliant with the facility license capacity and Title 5 ratio requirements. LPA observed all required postings near the entrance to the facility and the hours of operation are Monday \342\200\223 Friday, 6:00AM-6:00PM. LPA reviewed sign-in/out sheets, facility roster (LIC9040), and fire/disaster drill log during today\342\200\231s inspection. The facility started offering services on 5/8/2024 and a fire drill is scheduled to occur on 5/31/2024. Sign-in/out was observed to be completed with full legal signature and time of day. LPA observed a fully charged 3A40BC fire extinguisher (last serviced: 3/2024) and functioning carbon monoxide detector. The building is equipped with a built in fire detection system. Gaby states that she does not currently have any infants in care who require Incidental Medical Services and does not administer medication at this time. There are no weapons or firearms on the premises. Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP . When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. All infants currently enrolled are eating solids and food is provided through the Pajaro Valley Unified School District Food Program. The menu is in writing and posted at least one week in advance, accessible to authorized representatives. The kitchen and storage area is clean and free of litter and rubbish. Equipment necessary for the storage, preparation and service of food is well maintained, clean, and sanitized after each use. Indoor areas were inspected by the LPA today and observed to be clean, orderly, and safe for day care infants. The infant room (#201-A) is physically separate from the preschool "toddler" classroom (#201-B). During today's inspection, LPA observed infants engaged in painting and playing with small toys/activities. There is sufficient age-appropriate materials, toys, and play equipment. Toys are safe and do not have sharp edges or small parts that may pose a choking hazard. The infant diaper changing table was observed to be padded, within arms reach of a sink, in good repair and safe condition. Cribs used by the infants are free from loose articles, covered with a fitted sheet, and there are no objects hanging above or attached to the crib. The floors are clean and free of tripping hazards and waste containers have tight fitting lids. There is a designated mobile and non-mobile area in the classroom and all infants in care are currently mobile. There is a working telephone in the facility. Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. The facility had water lead testing completed by Central Coast Lead Inspection Services on 6/23/2023 and no faucets had an Action Level Exceedance. The outdoor area was inspected and observed to be fenced in and physically separated from space utilized by the preschool component. There is a sandbox, wooden climbing structures, playground, riding bikes, and other play equipment for infants to engage with. There is a functioning sink that can be utilized if needed. LPA observed play equipment was in good condition, age-appropriate, and has sufficient resilient ma terials (rubber padding) to absorb falls. No outdoor bodies of water were observed during today\342\200\231s inspection. Shaded rest area is provided by canopy and building overhang. Building #205 has been demolished and LPA observed that the area is made inaccessible to infants by a securely installed gate. No on-going construction was observed during todays inspection and Lisa states that cement will soon be poured over the original foundational area of the portable. A new portable is planned be installed where building #205 used to be. Five (5) infant files and five (5) staff files were reviewed and all required documents were present. All staff members have proof of current child development permit issued by the California Commission on Teacher Credentialing. All staff have current CPR/First-Aid and Gaby's expires on 11/28/2025. All staff have current Mandated Reporter Training that expires on 5/2/2026. LPA reminded that the Mandated Reporter Training must be renewed by all staff every 2 years per AB1207 for Child Care Providers. All infants have current Needs and Services plan that has been updated quarterly. Feeding plan is current for all infants and Licensee understands that all formula and bottles provided should be labeled individually with the child\342\200\231s name and the date. LPA discussed the safe sleep regulations with licensee a nd discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Exit interview conducted and report was reviewed with the Site Coordinator, Claudia 'Gaby' Solano. As a result of today\342\200\231s inspection, no deficiencies were cited.
