Inspector’s narrative

What the inspector wrote

Licensing Program Analysts (LPAs), Cortney Nelson and Ashley Lopez, met with Licensee, Elizabeth Gonzalez, and explained purpose of today's visit. Upon arrival, LPAs were admitted into the home by the Licensee and additionally present was the Licensee's assistant, Rosie. LPAs observed that the Licensee was caring for sixteen children (2 infants, 4 school-age, and 10 preschool-age) children, which is more than the maximum 14 children allowed for a large family child care home. The Licensee has previously been cited in the past 12 months for being over capacity on 2/2/2023 & 2/14/2023, this is a repeat violation, civil penalties have been issued. LPAs conducted interviews with children and came to know that a child at the home had their personal rights violated by an assistant at the home grabbing her arms. As a result of today's inspection, deficiencies have been cited, see LIC809-D. LPA's informed Licensee, Elizabeth Gonzalez, that this report dated 4/13/2023 documents two Type A citations, which shall be posted for 30 consecutive days as there is an immediate risk to the health, safety, or personal rights of children in care. Also, LPA's informed the Licensee to provide a copy of this licensing report dated (4/13/2023) that documents two Type A citations to parents/guardians of all children currently enrolled by the next business day or the next day the children are in care and to any newly enrolled parents/guardians for 12 months from the date of this report. A signed Acknowledgement of Receipt of Licensing Report (LIC 9224), or other written statement, must be placed in the child's file for verification. Exit interview conducted and report was reviewed with the Licensee, Elizabeth Gonzalez. A NOTICE OF SITE VISIT WAS GIVEN AND MUST BE POSTED FOR 30 DAYS. Failure to comply with posting requirements shall result in an immediate civil penalty of $100.
