What the inspector wrote

On 04/23/2026 Licensing Program Analyst (LPA), Jaime Gonzales conducted an unannounced inspection. LPA was greeted by Site Director, Ash Hartman and stated the reason for today's visit. Upon arrival, LPA observed Site Director and one staff. During the inspection, two staff, 39 school aged children and Drew Saldivar, School Age Program Director arrived at the facility. LPA conducted a tour of the indoors and outdoors of the facility and the after school program is located on the Mountain Elementary School campus, in 18-A and 18-B CKC classroom. LPA observed the required postings in the classroom. The hours of operation are Monday, Tuesday, Thursday and Friday from 2:15PM-6:00PM and Wednesday from 12:15 PM-6:00PM during school hours. The annual licensing fees are current. During school holidays and school breaks, the facility is closed. The facility is licensed to serve children ages K-6th. Fire/disaster drill was conducted on 11/21/2025. LPA obtained a copy of children's roster. Cleaning products, disinfectants, sharp objects were stored in inaccessible to children. Furniture and equipment were observed to be age appropriate and in good condition. The facility is clean and orderly. The bathrooms for children are located outdoors near the blacktop and are clean, sanitary, and operable. There is an storage that is off-limits to children located to the left when facing the classroom. The center provides afternoon snacks to the children. The kitchen is equipped with a microwave, air fryer and refrigerator. LPA observed sink with hot and cold running water. Drinking water is available for the children via individual water bottles and filtered water dispenser. There are trash cans with tight fitting covers for the disposable of solid wastes. The facility has the required size fire extinguisher and working smoke and carbon monoxide detectors. School Age Program Director, Drew Saldivar indicated that there are no weapons or firearms on the premises. Continued on Page 2... LPA reviewed 6 random children's files. Children records includes all of the required paperwork. LPA reviewed 5 staff files. Staff records reviewed included Employee Rights, Statement Acknowledging Requirement to Report Child Abuse, Health Screening Report with TB Clearance, Immunization's (Measles, Pertussis, and Influenza Declination) and required training. LPA reminded School Age Program Director, Drew Saldivar that the Mandated Reporter Training shall be renewed by all staff every two years. At least one staff member present during the inspection has current Pediatric CPR/First Aid certifications. This facility provides Incidental Medical Services – IMS. LPA reviewed storage of “medication and equipment/supplies, and reviewed children’s, personnel, and administrative records. For IMS information see PIN 22-02-CCP. School Age Program Director, Drew Saldivar was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1CCP). LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP. Continued on Page 3... LPA discussed the safe sleep regulations with School Age Program Director, Drew Saldivar and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-andresources/safe-sleep as an additional resource. LPA also informed School Age Program Director, Drew Saldivarof the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. School Age Program Director, Drew Saldivar was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.
