Licensing Program Analyst (LPA), Cortney Nelson, met with Licensee, Sandra De La Torre , for an unannounced Required- 1 Year Inspection. LPA was granted access to the home by the Licensee and toured both indoors and outdoors during the inspection. Upon arrival, there were 3 children (2 preschool-age/ 1 infant) and Licensee present, which is compliant with the home license capacity and ratio requirements. LPA observed all required postings near the entrance to the home. Hours of operation for the facility are Monday \342\200\223 Friday, 6:00AM-6:00PM . Licensee states that there are no additional adult s over the age of 18 residing in the home . Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated. LPA reviewed facility roster (LIC9040) and fire/disaster drill log during todays inspection. The last fire/disaster drill was conducted on 10/27/2021, which is compliant with the six-month requirement for homes. LPA observed a fully charged 3A40BC fire extinguisher, functioning smoke detector and carbon monoxide detector. Licensee states that she does not currently have any children in care who require Incidental Medical Services and does not administer medication at this time. The Licensee states that there are no weapons or firearms in the home. Incidental Medical Services (IMS) policy was discussed. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. Off-limits areas of the home (indoors): 2 bedrooms, 1 master bedroom, kitchen, back patio, and 1 bathroom. There are no open-faced heaters in the home. LPA observed sufficient age-appropriate materials, toys, and play equipment in the home. Furniture, such as tables, chairs, and shelves, are in good condition and safe for children. Drinking water is readily available for children in the facility via water dispensers and disposable cups. All food for children is provided by the facility and children do not bring food from home. The children's bathroom was previously under construction, but is now completed and is clean, sanitary, and operable. The Licensee has a working telephone in the facility. Poisons and cleaning compounds are locked and out of reach of children. The front yard area of the home was inspected. LPA observed sufficient play-equipment and supplies for the children that are in good condition and age-appropriate. There is a functioning sink located outside for children to use for hand washing. Off-limit areas outside of home include: separate garage, back yard, and side yard by the garage. No outdoor bodies of water were observed during todays inspection. LPA discussed the safe sleep regulations with Licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed Licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. 3 children\342\200\231s files were reviewed during todays inspection and all required documents were present, including LIC282, LIC9150 Individual Infant Sleep Plan (LIC9227) and sleep check documentation for infant in care. Licensee's file was reviewed and all required documents and immunization record were present. Licensee has CPR/First-Aid certification that expires 01/29/2023 and Mandated Reporter Training certification that expires on 04/13/2023 . LPA reminded Licensee that CPR and Mandated Reporter training must be renewed by all staff every 2 years. Supervision of children was discussed with the Licensee and she understands that she must be home during day care hours and ensure that children are supervised at all times. The Licensee states that she picks-up children from Radcliff Elementary School . Licensee has current car insurance (Progressive 03441799-1) and valid drivers license (expires 2/3/2027). Vehicle used to transport children is a GMC Yukon XL (plate: 7RFZ660) equipped with 2 booster seats. Infant car seat is provided by parents. LPA reminded Licensee that children should not be left unattended in parked vehicles and that car seats shall only be used for transportation and shall not be used for sleeping. LPA additionally discussed using Guardian for checking fingerprint clearances for staff at facility and provided registration information to Licensee. Exit interview conducted and report was reviewed with the Licensee, Sandra De La Torre. As a result of todays inspection, no deficiencies were cited. A NOTICE OF SITE VISIT WAS GIVEN AND MUST REMAIN POSTED FOR 30 DAYS. Failure to comply with posting requirements shall result in an immediate civil penalty of $100.
