What the inspector wrote

Licensing Program Analysts (LPAs) Albert Mendoza and Fermin Jaramillo met with licensee Gloria Alejandra Espino for a annual inspection. LPAs explained the nature of today\342\200\231s inspection to her. Present were licensee and licensee's daughter Cynthia Espino who is her helper at the day care. There were 10 children including eight pre schoolers and two infants. Days and hours of operation are Monday to Friday, 6:00am to 6:00pm. The adults that reside in the home are licensee, her husband Leopoldo Rebollar, and her adult daughter Cynthia. Also Licensee's 11 year old son lives in the home. A review of staff records on 05/06/2025 indicates that all Facility staff or other individuals who require caregiver background checks have received criminal record and child abuse index clearances or exemptions. Gloria Alejandra Espino was reminded that all adults 18 and over living or working in the home, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated. LPAs toured the indoor and outdoor areas of the home during today\342\200\231s inspection. LPAs observed that the home is clean and orderly, with heating and ventilation for safety and comfort of the children. LPAs observed safe and sufficient materials, toys, and play equipment for the day care children. All sharp objects, detergents, cleaning compounds, medications, poisons, and other similar items inside the home are stored inaccessible to children. LPAs observed a fully charged 3A40BC fire extinguisher which was serviced on 04/29/2025 and a working smoke and carbon monoxide detectors. Licensee states there are no weapons/firearms in the home. Report dated 5/8/25 ontinues on Page 2. Report dated 5/8/25 continues from page 1. Off limit areas indoor: three bedrooms and the garage. Today the bedroom "number 2" was approved for day care. LPAs observed there ere are no bodies of water. Backyard is fenced. Off limits outdoor: Backyard and left side yard. LPAs observed licensee has a current CPR and First Aid certification expiring 03/27/2027 Also helper has the same expiration date. Licensee completed Mandated Reporter training on 05/07/2024, for helper Cynthia 4/27/2024, and husband on 04/02/2025. LPAs observed a current roster of the children and a fire and disaster drill log which was last completed on 5/01/2025. LPAs reviewed five children's files and observed all forms are completed and children have current immunization records. According with the SB792 the licensee has proof of Immunization for Measles, Pertussis, and influenza on file and her helpers do as well. Supervision of children was discussed with licensee, and she understands that she must be present in the home during day care hours and ensure that the children are supervised at all times. Licensee understands her capacity options and she understands that she cannot have more than 14 children in the home at any time and ratio (age of the children) must be observed. Licensee understands that in absence of a helper, the capacity of her licensee is reduced to a small license (capacity 8 only) and ratio must be observed as well. Licensee understands if she transports children via vehicle, children cannot be left in parked vehicles unattended at any time. LPAs discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPAs also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. A notice of site visit was given to and must remain posted on, or immediately adjacent to, the interior side of the main door or for 30 days.
