What the inspector wrote
On 07/11/2024, Licensing Program Analysts (LPAs) Harsimran Kaur and Janette Cruz met with Applicant Representatives, Jose Rocha (interim director) and Maria Cortes (Child Development Coordinator). The purpose of the visit was an announced pre-licensing inspection to add an infant and toddler program. This facility has an existing preschool program facility # 440710333
which will be converted to a single license upon completion of the inspection process. Facility is operating in an elementary school site, Freedom Elementary School. Facility requested to be licensed for 8 infants (ages 0 - 24 months), 11 toddlers (18 months - 36 months) and 23 preschool children ( 2 years - entry to 1st grade). The child care center will operate Monday\342\200\223Friday 6AM - 6PM. The fire clearance was approved on May 15, 2024.
This report was referenced from inspection conducted on 07/09/24 by LPAs Nelson and Beehler and the following measurements were taken.

The preschool classroom is equipped with twenty-eight (28) chairs, twenty-four (24) cubbies, twenty-four (24) cots, five (5) tables, two (2) toilets, and three (3) sinks.
LPAs Cruz and Kaur continued to tour the facility and measured the following indoor and outdoor activity space.

Facility has one infant and one toddler classroom. LPAs observed two infant changing tables within arms reach to the sink . Applicant stated that parents will provide food and milk bottles for infants. LPAs advised Applicants that as per Title 22 regulations, bottles and dishes shall be rinsed for sanitizing using facility dishwasher at the end of each day. There are 16 chairs, 4 feeding chairs, 6 tables, 4 cribs, 24 cubbies, 4 sinks, 1 toilet available for infants and toddlers.
Applicant was reminded that a child who is between 18 months and 36 months of age may participate in the toddler program with written permission from the child's authorized representative. No child in the toddler program shall be placed in the preschool program before the age of 30 months without written permission from the child's authorized representative. LPAs advised that toddlers enrolled into the toddler component shall follow infant regulations, including nap check documentation and Infant Safe Sleep requirements, until they turn twenty four (24) months of age.
All classrooms are observed to be clean, safe, sanitary and in good repair. A comfortable temperature for children shall be maintained at all times. Furniture and equipment were observed to be maintained in good condition, free of sharp, loose or pointed parts. All materials and surfaces accessible to children, including toys, shall be free of toxic substances. All play equipment and materials used by children were observed to be age-appropriate. Staff and children's bathrooms are clean, sanitary and in working order. Isolation area for sick children is located at the parent's center room. First aid supplies and medications are stored in the locked cabinets in the infant and toddler room

LPAs observed containers with tight-fitting lids for the disposal of solid waste and diapers. LPAs observed fully charged fire extinguisher, smoke and carbon monoxide detectors at the facility. The Applicants shall take measures to keep the center free of flies, other insects, and rodents. LPAs observed no fireplace or open face heaters. Storage areas for poisons shall be locked. Food is provided through PVUSD Food and Nutrition Department for the children in care and the facility provides breakfast, lunch, and AM/PM snack. LPA's observed facility has refrigerator, microwave and food warmers in kitchen area. Drinking water is readily available for the children from filtered water fountains located inside the classrooms.
Outdoor area for infants and toddler children were free of hazards including, holes, broken glass dry grasses, and other debris that pose a fire hazard. Outdoor activity spaces are physically separate for each child care center components. Any construction or equipment that could pose a hazard in the outdoor activity area shall be made inaccessible to children in care. The areas around infant and toddler outdoor space was observed to have resilient materials (poured rubber and mats) to absorb a fall. The playground is enclosed by a fence to protect children and to keep them in the outdoor activity area. The fence is at least four feet high. Shade was provided by trees and canopies. LPAs observed no bodies of water.
Drinking water from a non-contaminating fixture or container shall be readily available both indoors and in the outdoor activity area. LPAs advised per Health and Safety Code 1597.16(a)(1) Lead Testing and PIN-21-21-CCP
Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018
, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010 to test their drinking water for lead contamination between January 1, 2020 and January 1, 2023, and then every 5 years after the date of the first test.
Per Written Directive 100700(c)(1) Written Directives for Lead Testing (1) For a license issued on or after July 1, 2022, initial testing results shall be received and posted within 180 days of licensure.

LPAs discussed the safe sleep regulations with Director and discussed the Child Care Licensing Safe Sleep webpage at:

, as an additional resource. LPAs also informed Applicants of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at:

, and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.
LPAs reviewed with the Applicants LIC 311A, Records to Be Maintained At The Facility, for child\342\200\231s records, personnel records, administrative records, and documents to be posted.
Applicants were informed of the MyChildCarePlan.org site, a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.
