What the inspector wrote

On 1/09/2025, Licensing Program Analyst (LPA) Harsimran Kaur met with Applicant Representative, Leah Resetar. The purpose of the visit was an announced prelicensing inspection at the facility to ensure that health, safety and personal rights as required by Title 22 and Health and Safety Regulations governing California Child Care Centers will be met. The facility has an existing preschool # 444415809 with a capacity of 30 preschool children which will be converted to a single license upon completion of the inspection process. Applicant is requesting to add a toddler component and be licensed for 10 toddlers (ages 18-36 months) in toddler classroom with 20 preschoolers (ages 3-6 years) in classrooms pre-k, preschool and middle room. Hours of operation will be Monday to Friday 08:00 AM to 5:00PM. Fire clearance was granted on 12/18/2024. Facility is located in Saint Andrews Presbyterian Church. All indoor and outdoor activity space utilized for the children was inspected today. LPA informed Applicant that staff are required to maintain direct visual supervision of the children at all times during indoor and outdoor activities. A fully equipped first aid kit is located in all classrooms. There is an operational carbon monoxide detector on site. All required licensing documents were observed posted near the facility office. LPA continued to tour the facility and measured all indoor and outdoor activity space. Toddler classroom measurements are: The Indoor total measurements contain a total of {350.70} square feet, which will accommodate Applicant\342\200\231s request for 10 toddlers. Toddler Outdoor Play measurements are: Outdoor total measurements contain a total of {941.63} square feet, which will accommodate Applicant\342\200\231s request for 10 toddlers. Applicant was reminded that a child who is between 18 months and 36 months of age may participate in the toddler program with written permission from the child's authorized representative. No child in the toddler program shall be placed in the preschool program before the age of 30 months without written permission from the child's authorized representative. LPA observed all indoor activity space to be complete with safe, age-appropriate furniture and equipment. Tables and chars were observed to meet the needs of the children. There are 33 chairs, 10 tables, 36 cubbies, 2 toilets, 5 sinks available for preschool and toddler children. There were age appropriate toys that are safe with no sharp edges, splinters, or points, nor made of small parts that can present a choking hazard. LPA observed all hazardous items to be inaccessible to children. When medications are on site, Applicant stated that they will be stored at the facility office. There are no bodies of water or weapons on the property. LPA observed a changing table is within arm\342\200\231s reach of a sink. Diapering sink is not used for meal preparation or dishwashing. The toddler room has 1 changing table and 1 sink. The isolation area for children who are ill will be the at the facility office. Snacks and lunch will be provided by parents. The facility currently has a fully fenced playground and separate area for toddlers and preschool children. Fencing is at least four feet high. Shade is provided via a trees and canopies. There are sufficient outdoor age-appropriate toys and play equipment available on the playgrounds. There are age appropriate climbing structures on the toddler yard. There is adequate cushioning (tanbark) in fall zones. Drinking water is available via water bottles to be labeled for each child. LPA observed all hazardous items on the playground(s) to be inaccessible to children. Applicant was reminded that any changes to the facility must be reported to and approved by Community Care Licensing. Due to conversion to single license, LPA re-evaluated preschool outdoor and indoor space. The total square footage for all the outdoor activity space for the preschool is (1054.57), which is sufficient to accommodate the requested capacity of 20 preschool children. The total square footage for all the indoor activity space for the preschool is (1905.20), which is sufficient to accommodate the requested capacity of 20 preschool children. For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1- CCP). Applicant was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated. This facility plans to provide Incidental Medical Services \342\200\223 IMS. For IMS information, see PIN 22-02-CCP. A Plan of Operation that includes IMS must be submitted to the Department. LPAs also informed [applicant, licensee, or facility representative] of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at: https://www.cpsc.gov/ , and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Applicant was informed of the MyChildCarePlan.org site, a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. Community Care Licensing Division (CCLD) regularly sends information to licensed facilities, providers, and stakeholders by way of Provider Information Notices (PIN), Program Quarterly Update Newsletters and other important information communication platforms.
