What the inspector wrote
On June 26, 2025, Licensing Program Analyst (LPA) Darnella Barnes conducted an announced pre-licensing inspection for a change of location. Applicant Michelle Cleland was present, granted full access to the home, and the purpose of the visit was explained.
The applicant plans to operate a large family child care home, caring for children ages 2 to 6 years, Monday through Thursday from 9:00 AM to 1:00 PM. The applicant stated she will be present during all operating hours. If temporarily absent, a cleared substitute will be arranged, and absences will not exceed 20% of care hours per day. Applicant understands that children residing in the home count as part of the capacity of applicant\342\200\231s licensee until they reach the age of ten years old.
Applicant was reminded that all adults 18 and over living in the home, persons who provide care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated
A fire clearance was approved on 06/05/2025. Proof of control of property and landlord consent were verified.

LPA conducted a walk through of the indoor areas. The home was clean, safe, and well-ventilated, with appropriate toys and learning materials. Off-limit areas include the master bedroom in loft. Ladder leading to upstairs bedroom shall be up and closed during day care hours. Hazardous items like cleaning products, medications, and sharp objects were locked or inaccessible. The home had a fully charged 2A-10-BC fire extinguisher last serviced 6/9/25, functioning smoke and carbon monoxide detectors, and a working phone. The applicant confirmed that smoking is not permitted on the premises. No firearms or ammunition were stored in the home.
The outdoor area was securely fenced and locked. There are no off limits areas. There were no bodies of water. Outdoor play structures were age-appropriate, in good condition, properly anchored, and had suitable protective surfacing; wood chips. Sand and grass. No hazardous materials were accessible.
Children showing signs of illness must be isolated from others until they are no longer contagious or picked up.
Children do not sleep/take naps as they are picked up by the parents at 1:00pm. However, LPA discussed the safe sleep regulations with applicant and discussed the Child Care Licensing Safe Sleep webpage at:

, as an additional resource. LPA also informed applicant of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at:

, and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.
The applicant\342\200\231s CPR and First Aid certification is valid through 5/17/26. Mandated Reporter expiring on 3/19/2027. Proof of immunizations is on file. The applicant uses redirection and verbal guidance for discipline, distraction and positive discipline and understands corporal punishment is prohibited, and acknowledges that children\342\200\231s personal rights cannot be waived. LPA discussed \342\200\234zero tolerance\342\200\235 regulations. The applicant does not transport children but understands that if transportation begins, all safety requirements must be followed, including proper car seat use.

On this date, June 5, 2025, the California Attorney General for information on sex offenders required to register with local law enforcement under California's Megan's Law. No registered sex offenders were found at the facility addresses. Under state law, some registered sex offenders are not subject to public disclosure; therefore, they may not have been included in this search. However, the Department conducts a monthly cross reference of each address on record for all registered sex offenders against all CCLD facility addresses pursuant to information shared by California DOJ

A notice of site visit was given to applicant and must remain posted on, or immediately adjacent to, the interior side of the main door for 30 days
