What the inspector wrote

During the investigation, LPA Cunningham reviewed the Mayo Clinic website ( https://www.mayoclinic.org/healthy-lifestyle/childrens-healthy/in-depth/fitness/art-20048027 ) which stated, \342\200\234Toddlers and preschoolers are beginning to master many basic movements, but they're too young for most organized sports. \342\200\246 For children in this age group, unstructured free play is usually best. This may include running, hopping, skipping and jumping, tumbling, throwing and catching, swimming, riding a tricycle or bicycle, and climbing on playground equipment.\342\200\235 LPA also reviewed American Academy of Pediatrics (AAP) website which provided a link, healthychildren.org, which states that children should use protective gear while wrestling. Based on the investigation, primarily the site supervisor\342\200\231s statement and injury reports, there\342\200\231s a preponderance of the evidence to support the allegation that staff allowed children to engage in inappropriate physical activity, therefore the allegation is substantiated. The California Code of Regulations 101223 of the Title 22, Division 12 & Chapter 1, is being cited on LIC 9099D. This report was discussed and reviewed with the site supervisor and an Exit interview was conducted. Notice of Site Visit shall be posted for 30 days. Appeal Rights were provided.
