What the inspector wrote

On 7/28/25 at 3:15pm, Licensing Program Analyst (LPA) Nicolette Cunningham conducted an unannounced complaint inspection and met with licensee Stephanie Mattice. It was alleged that licensee Stephanie Mattice did not meet daycare child’s diapering needs resulting in a diaper rash. The licensee was interviewed on 6/9/25 at 9:26am and denied the allegation and stated they change diapers as needed. LPA Cunningham interviewed three parents on 7/24/25 and interviews did not corroborate the allegation. One parent stated they did not have a concern of the licensee changing their child enough but did point out that their child’s skin was sensitive and would react when they ate certain foods. One assistant was interviewed and stated the licensee changes diapers when needed. On 6/9/25 LPA Mendez did not observe signs to indicate a child was in a dirty diaper. On 7/4/25 and 7/28/25, LPA Cunningham did not observe an odor to indicate a child was wearing a dirty diaper and did not observe signs a child appeared uncomfortable. Although the allegation may have happened or is valid, there is not a preponderance of the evidence to prove that the alleged violation occurred, and the findings are unsubstantiated. Exit interview conducted and report was reviewed with the licensee Stephanie Mattice. Licensee Rights (LIC9058) were provided. A notice of site visit was given and must remain posted for 30 days. Failure to comply with posting requirements shall result in an immediate civil penalty of $100.
