Complaint investigation substantiated. Staff member S4 physically restrained Child C5 in lap for approximately 50 seconds while child cried and repeatedly requested release. Type A citation issued.

Observations

Staff S4 restrained Child C5 on ground in S4's lap while C5 cried and repeatedly asked to be let go. Child remained restrained for approximately 50 seconds before being released.
