Inspector’s narrative

What the inspector wrote

The witnesses did not confirm extended or excessive time-outs and the Director denied this stating that children receive warnings and are usually asked if they want to come out of time-out within a few minutes. The facility was limiting physical movement of some of the children during high behaviors therefore the allegation is substantiated. Based on the evidence obtained, the preponderance of evidence standard has been met, therefore the above allegation is found to be substantiated. California Code of Regulations, (Title 22), is being cited on the attached LIC 9099D. Appeal rights were provided and exit interview conducted. The Notice of Site Visit must be posted for 30 days.
