What the inspector wrote
A prelicensing inspection was conducted today by Licensing Program Analyst (LPA), J. Snow. LPA met with facility representative Tamara Kendall. Applicant is requesting to be licensed for # 24 preschool children, age 2-5 years in room #15. Hours of operation will be Monday -Friday, 8 am to 11:30 pm. The facility is located on school grounds.
The indoor and outdoor activity spaces were toured, and the facility sketch was verified. There are no off limits areas. There is a full industrial kitchen that prepares school meals & will also provide breakfast & lunch for the preschool. The program is only 3 \302\275 hours so there is no nap; they will be provided with a rest area, if needed. The isolation area for sick children will be located in the classroom. The changing table is located in the bathroom.
The outdoor play area is fully fenced. There is a play structure with double slide (ages 2-12years) for children to play on and adequate cushioning underneath. There is no pool, spa, pond, fountain, or any other body of water on the premises. The poisons are locked in janitors closet & a locked cabinet. There is safe and age appropriate furniture, toys, and play equipment available for children.
A capacity worksheet was completed during the visit. The inside, room square footage measured 979. Children have access to at least 3 toilets & sinks. The outside, yard square footage measured 6,175.
Based on above, sufficient for the requested capacity.

The following items need to be completed within 30 days & prior to the granting the license:
1. Waiver approval for director missing Preventive Health & Safety - update letter request
2. Waiver approval for bathrooms- update letter request
3. Waiver approval for shared yard - waiting for approval
4. Faucets used by children for personal care shall deliver hot water (101239(e)- install two hot water sinks & send proof
5. Director requirements: EMSA certified CPR & First Aid & Preventive Health & Safety classes. TB Test & background clearance associated to facility

For childcare center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1- CCP).
If the facility has had a lead test completed within the last five years from the pre-licensing visit date (9/28/25) and is using the same outlets, you may submit a waiver request from the lead testing requirement to the Regional Office.
Criminal Record Clearance - Child Care Centers:
Tamara Kendall was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated.
APPLICANT WILL WAIT UNTIL FACILITY OPENS TO DETERMINE IMS NEEDS:
