What the inspector wrote

A prelicensing inspection was conducted today by Licensing Program Analyst (LPA), J. Snow. LPA met with facility representative Fe (Mindy) and Gordon Yang. Applicant is requesting to be licensed for 74 preschoolers/infants/school age children, age 0-24 months 18-36 months 2-5 years 5-15 years. The capacity request was adjusted, during the inspection, to 78 as follows : 8 infants, in room #5, 10 school age in room #3 & 60 preschool in room 1,2&4. Capacity was adjusted to # during the inspection due to sq footage). Hours of operation will be Monday -Friday, 7:30am to 5:30pm. The facility uses entire building/property). The indoor and outdoor activity spaces were toured, and the facility sketch was verified. No areas are off limits to children. There is a kitchen with a hot plate, dishwasher & refrigerator to store/prepare meals. There is a nap area for infants to sleep with 3 cribs available. Preschool and school age will nap in the room on maps. The isolation area for sick children will be located in the office. The changing table is located next to a sink in the infant room and the preschool rooms. The outdoor play area is fully fenced. Infants have their own yard and the preschool children will share with the school age children. There is a play structure with slide for children to play on and adequate cushioning underneath. There is no pool, spa, pond, fountain, or any other body of water on the premises. The poisons are locked in janitors closet & cabinets. The stairs are fences/barricaded with a gate. There is safe and age appropriate furniture, toys, and play equipment available for children. A capacity worksheet was completed during the visit. The inside, room square footage measured 2,872. Children have access to at least 5 toilets & 6 sinks. The outside, yard square footage measured 1,752. Based on above, sufficient for the requested inside capacity. Which was NOT sufficient outside requiring a yard waiver. The following items need to be completed prior to the granting the license: 1. Pay new fee of $242 2. Updated fire clearance 3. Approved waiver (see email with instructions to apply) For childcare center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1- CCP). If the facility has had a lead test completed within the last five years from the pre-licensing visit date (11/17/25) and is using the same outlets, you may submit a waiver request from the lead testing requirement to the Regional Office. Criminal Record Clearance - Child Care Centers: Fe (Mindy) and Gordon Yang was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated. APPLICANT WILL WAIT UNTIL FACILITY OPENS TO DETERMINE IMS NEEDS: Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. Safe Sleep (for infant centers)\342\200\223 Child Care Centers and Family Child Care Homes: LPA discussed the safe sleep regulations with Fe (Mindy) and Gordon Yang and discussed the Child Care Licensing Safe Sleep webpage at: https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep , as an additional resource. LPA also informed the Yangs of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at: https://www.cpsc.gov/ , and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. MyChildCarePlan.org--Child Care Centers and Family Child Care Home: Fe (Mindy) and Gordon Yang was informed of the MyChildCarePlan.org site, a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.
