What the inspector wrote

An announced case management inspection was conducted today at 9:30 a.m. by Licensing Program Analyst (LPA) Nicolette Cunningham. LPA met with licensee Fe Mindy Yang in response to an application received by the Department on 5/10/26. The licensee is requesting approval to add 12 toddlers in Room 4, which was previously designated for 12 preschool children. As a result of this change, the facility’s license capacity will be reduced from 60 preschool children to 48. One toilet and one hand washing sink is available for children to use. An approved fire clearance was received on 05/13/26. A copy of the staffing ratio requirements was provided to the licensee and reviewed in detail. The licensee acknowledged understanding the required staffing ratios for the toddler program and confirmed awareness that teachers assigned to the toddler option must have completed three infant units prior to working as a teacher in the toddler classroom. The licensee submitted a copy of the admission agreement, which includes a section for parents to provide written approval for their child to participate in the toddler option. The licensee also provided an updated parent handbook and job description for toddler teacher position. The licensee submitted a waiver request for toddlers to use the infant outdoor area on a shared rational basis with the infant program. LPA Cunningham will forward the request to management. An exit interview was conducted with licensee. Appeal rights were provided. Notice of Site visit was provided and shall remain posted for 30 days.
