What the inspector wrote

On 12/17/205 at 10:15am, an annual inspection was made to the facility by Licensing Program Analyst (LPA), Laura Chavez. At 10:30am the home was toured inside and outside. The licensee and assistant were supervising 10 children and operating within the licensed capacity and ratio requirements. The facility’s operating hours are 5:30am - 6:30pm, Monday–Friday. The floor plan submitted by the licensee was reviewed and verified. The off-limits areas of the home are the backyard, garage, master bedroom and bath and the front bedroom, and were made inaccessible by locks and doorknob covers. The children are taken to a neighborhood park for outdoor play. There is an in ground pool in the back yard. The pool is partially fenced with wood and mesh fencing. LPA observed two sliding glass windows leading into the pool area, one from the kitchen and one from family room. Window locks have been installed on each window to prevent children from accessing the pool area. The access gate leading into the pool area is made out of wrought iron. LPA observed the access gate swing toward the pool area. The pool gate self-closes, self-latches with a lockable device and is 60 inches above the ground. Report continued: see LIC809's The licensee is meeting the requirements on the waiver previously granted, allowing her to have locks on the windows and allow the access gate to swing towards the pool area. Although the waiver is no longer valid, the licensee agrees to continue to meet the waiver requirements until the new swimming pool safety requirements are met as requested on the LIC809D's. The pool alarm meets the ASTM International Standard F2208. The fixed length rescue pole is 12 feet long. Licensee stated she has not performed the daily safety inspections. The life ring measures 20" with a United States Coast Guard approval label. Five children's records were reviewed at 11:32am. Two adults currently reside in the home. The following deficiencies were cited: (see LIC 809D's): 102415 (g)(5)(A) - accessibility to the pool area and the access gate leading into the pool area observed it to swing towards the pool area, and HSC1596.814(a)(3) - daily pool safety inspections. Licensee Beth Vetting was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. LPA discussed the safe sleep regulations with the licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and resources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02- CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. During the exit interview, the LICENSEE Beth Vetting, confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS. A notice of site visit was given and must remain posted for 30 days. Exit interview conducted and report was reviewed with the licensee Beth Vetting.
