Inspector’s narrative

What the inspector wrote

On 3/3/2022 at 2:45pm, Licensing Program Analyst (LPA) Laura Chavez conducted an unannounced follow up complaint inspection to the facility to deliver complaint findings. LPA met with Assistant Director Ashleigh Owens. It was alleged that a facility staff member inappropriately handled day care children, specifically, on 12/21/2021 a facility staff member was heard telling children "you are not stronger than me" and was observed restraining a child during nap time by putting their leg on top of a child and patting the child's back in an aggressive manner. Licensee Terri Bailey interviewed on 12/23/2022 denied the allegation and stated that no concerns or complaints have been received from staff, children or parents of a facility staff member inappropriately handling day-care children. Interviews conducted on 2/4/2022 with S3, S4, S5 and C1 denied the allegation. Interviews conducted on with C2, C3, P1, P2, P3 and P4 on 2/8/2022 and 2/12/2022 and 2/15/2022 denied the allegation. Although the allegation may have happened or is valid, there is not a preponderance of the evidence to prove that the alleged violation occurred, and the findings are unsubstantiated. An exit interview was conducted. The Notice of Site Visit must be posted for 30 days.
