Routine inspection (3-year)·November 29, 2023

A Required 3-Year inspection was made to the facility by Licensing Program Analysts (LPAs), Melchisedeck Augustin and Robert Maciel. The facility file was reviewed prior to this visit. A review of the personnel report on file indicates that all facility staff or other individuals who require caregiver background checks have received criminal record and child abuse index clearances or exemptions. Center Director was reminded that all adults 18 and over, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated. There were two teachers, and two Aides were supervising thirteen children in Infant and Toddler classrooms. Operating hours are 6:00am - 6:00pm, Mon-Fri. During today's inspection, infant staffing ratios were being met and children were being directly supervised by staff, and the facility was operating within the licensed capacity. The facility was toured inside and outside, and the floor and yard plan were verified. Activity space for infants is separate from other age groups. The items which could pose a danger to children (detergents and cleaning compounds) were inaccessible to children. LPAs did not observe any poison(s). The facility was free of flies, insects, and rodents. The toys, floors, and other equipment and surfaces appeared clean, toxic free, safe for infants and in good condition. There is drinking water available to children both indoors and outdoors. The infant changing tables have at least 3" sides and sanitary vinyl pads that are at least 1" thick and a sink that is within an arm\342\200\231s reach. There is sufficient napping equipment (cribs and cots) available that met the requirements. During today's inspection, LPAs observed several children under 24 months old napping on cots, however; based on the Center Director's statement, she could not confirm if all the children could climb out of their crib. A current menu was posted in each classroom, and food prep areas are clean. Food is properly stored and refrigerated as needed. The playground was free of hazards. The playground equipment and surface areas appeared in safe condition. (Continue to LIC 809-C) There was artificial turf underneath the high climbing structure to absorb falls. There was at least one working carbon monoxide detectors in each classroom, and functional smoke detectors, and a full charged fire extinguisher rated at least 2A10BC. There were no bodies of water observed. Center Director stated no weapons were stored on site and none were observed. At least one staff member (S7) present possessed current Emergency Medical Services Authority (EMSA) approved CPR and First Aid certifications which expired on 04/09/2024. Eight (CD & S1-S7) staff records were reviewed at 2:09pm, which reflected that staff records were complete. Five children\342\200\231s (C1-C5) records were reviewed at 2:50pm and the children\342\200\231s Infant Needs and Service Plan were updated within the past three months. Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP . When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP). LPAs verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP . Facility Representative was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. LPA also informed licensee [or facility representative] of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.
