What the inspector wrote

An unannounced annual/random inspection was made to the facility by Licensing Program Analyst (LPA), Cindy Castro. LPA met with Deandra Newton, Licensee (L1). There is currently one adult living in the home. L1 was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Childcare Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. During the inspection the home was toured inside and outside. The licensee (L1) and Staff (S1) were supervising five children. The facility\342\200\231s operating hours are 6:00AM to 6:00PM, Sunday-Saturday. The floor plan submitted by the licensee was reviewed and verified. Children in care will have access to the living room, dining room, kitchen, classroom (converted garage) one bathroom, and the right-side backyard which is completely fenced. The "off limits" areas include the entire second level of the home, the bedrooms, the deck and guest house, these areas were observed to be made inaccessible by key locking mechanisms and child safety gates. There were safe toys and equipment available for children. There were no pools or other bodies of water observed on premises. There is a working telephone in the home. Items which could pose a danger to children (detergents, cleaning compounds, and medications) were stored out of the reach of children. Licensee stated that there are no poisons in the home. There is a working smoke detector and carbon monoxide detector. During the facility walk through inspection LPA observed fire extinguisher needed to be recharged. Licensee stated that she was planning on getting the fire extinguisher serviced this week but did not get to it. Last emergency drill conducted and documented was on 01/08/25. Licensee stated that there are no firearms or weapons in the home, none were observed during today\342\200\231s inspection. Five child files were reviewed. One Staff (S1) file was reviewed. LPA reviewed roster and it was current. Licensee\342\200\231s mandated reporter training certification expired 04/17/24. Licensee\342\200\231s CPR/First Aid expires 04/22/25. (Continue to LIC 809-C) LPA discussed safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. During the exit interview, the Licensee, confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS on 01/13/25. A notice of site visit was given to licensee and must remain posted on, or immediately adjacent to, the interior side of the main door for 30 days. An exit interview was conducted and reviewed with the Licensee, Deandra Newton whose signature on this form confirm receipt of these documents.

  • OPERATION OF A FAMILY CHILD CARE HOME

    Based on observation at 11:45am during walk-through inspection of facility. LPA observed that fire extinguisher arrow was pointing in the red area indicating that fire extinguisherneeded to be recharged. Licensee did not comply with the section cited above in which poses/posed a potential health, safety or personal rights risk to persons in care.

  • IMMUNIZATIONS

    Based on Child Records Review at 12:51pm, LPA observed that C1, C2 and C4 were missing or needed updated CDPH 286 forms on file. The licensee did not comply with the section cited above which poses/posed a potential health, safety or personal rights risk to persons in care.

  • ADMISSION PROCEDURES AND PARENTAL AND AUTHORIZED

    Based Child Records Review at 12:51pm, LPA observed that C1's LIC995A form was not signed by parent or authorized representative. The licensee did not comply with the section cited above which poses/posed a potential health, safety or personal rights risk to persons in care.

  • ARTICLE 2. Administration of Child Day Care Licensing

    Based on staff record reviewat 12:26pm, LPA observed that licensee's mandated reporter training expired on 04/17/24. Licensee was not able to furnish a current/valid mandated reporter certificate. LPA also observed that staff (S1) did not have a mandated reporter certificate on file and L1 was not able furnish a certificate for S1. The licensee did not comply with the section cited above which poses/posed a potential health, safety or personal rights risk to persons in care.

  • Family Day Care Homes

    Based on staff file review at 12:26pm, LPA observed that S1 did not have proof of Immunization records for MMR, Influenza and TDAP vacines. The licensee did not comply with the section cited above which poses/posed a potential health, safety or personal rights risk to persons in care.
