What the inspector wrote

On 4/20/26, at 2:56pm, Licensing Program Analyst (LPA), Dianne Allee, arrived at the facility and made an unannounced required three year inspection. LPA met with Licensee, Lizbeth Casarrubias-Mazari (LS). LS was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. During the inspection the home was toured inside and outside. The facility’s operating hours are Monday - Friday; 6:00am - 6:00pm and Saturday 6am to 6pm as needed. The Licensee (LS) and two staff (S1 & S2) were supervising thirteen children (C1-C13), and the facility was operating within the licensed capacity and ratio requirements. LS provided a current roster of children in care as required. LPA verified that the children present were listed on the roster. The floor plan submitted by the licensee was reviewed and verified. The off-limits areas of the home are three bedrooms and three bathrooms on the second floor, laundry room on the first floor and the garage. These areas have been made inaccessible by means of doorknob covers and children's safety gates. The home appears to be clean and orderly and was at a comfortable indoor temperature. LPA observed safe toys and equipment available for children. There is also a working telephone in the home. LS’s pediatric CPR and First Aid certifications were reviewed and expire in 10/2026. Mandated Reporter Training certificates were reviewed and expire in 10/2027. Licensee stated that there are no poisons stored in the home. The Licensee stated there were no firearm(s) or other dangerous weapons stored on site, and none were observed during inspection. Continued on LIC809-C PAGE 2 - LPA observed a working smoke detector, carbon monoxide detector and a fire extinguisher that appeared to be charged and rated at least 2A10BC in the home. The licensee has conducted an emergency drill within the past six months; last drill was documented on 3/17/26. Five children's (C1-C5) records were reviewed at 3:12 p.m., and were found to contain all required documents. LPA reviewed infant sleep logs for one infant who was in attendance. The sleep logs contained all required information and 15 minute checks are documented. LS and two staff files were reviewed at 4:00 p.m., and were found to contain all required documents. Facility posted required documents in the view of parents. LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for and removing any recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. On 02/26/26, the Megan’s Law website was searched for information on sex offenders required to register with local law enforcement under California's Megan's Law. No registered sex offenders were found at the facility address, and the Licensee confirmed that there are no registered sex offenders living in the facility. Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain childcare by connecting them to childcare providers and Resource and Referral Agencies (R&Rs) throughout California.
