What the inspector wrote

A Required inspection was made to the facility by Licensing Program Analyst (LPA), M. Augustin. A review of staff records on 01/13/2023 indicates that all facility staff or other individuals who require caregiver background checks have received criminal record and child abuse index clearances or exemptions. There are currently two adults living in the home. Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated. During today\342\200\231s inspection the home and grounds were toured. LPA did not observe any children in care, and the facility was operating within the licensed capacity and ratio requirements. No children were observed left in any parked vehicle. The facility\342\200\231s operating hours are 6:00AM to 7:00PM, Mon\342\200\223Fri. The floor plan submitted by the licensee was reviewed and verified. The off-limits areas of the home are the entire second floor of the home, pantry on the first floor, garage, and the right side of home in the backyard and were made inaccessible by door latching devices and children's safety gates. The on limits areas included the family/living room, dining room, kitchen and a section of the back yard. The stairs/staircase were barricaded by a child safety gate. The home was clean and orderly and was at a comfortable indoor temperature. There were safe toys and equipment available for children. There is a working telephone in the home. Licensee\342\200\231s pediatric CPR/First Aid certification expire on 01/23/23. Items which could pose a danger to children (detergents, cleaning compounds, medications, etc.) were stored out of the reach of children. There is a functional smoke and carbon monoxide detectors; and a fully charged fire extinguisher that is rated at least 2A10BC. Poison(s) were stored in a shed in the backyard. The facility conducted an emergency disaster drill on 09/06/22. The facility roster of the children in care was reviewed and appeared to be complete. (Continue to LIC 809-C) LPA reviewed three children\342\200\231s (C1-C3) records at 10:13am, and emergency and identification forms and transcribed CDPH 286 were on file. Staff (LS) record contained a current AB 1207 Mandated Reporter Training certificate, evidence of negative TB clearance, and staff required immunization record. During today\342\200\231s inspection, there zero infants present, Licensee stated there were three children under 24 months old enrolled into care, and Licensee had a total of four available play yards that were enclosed with fabric mesh, and the Licensee furnished evidence to prove that 15 minutes checks had been conducted while C1-C3 napped. The Licensee stated there were no firearms and/or other dangerous weapons in the home. The backyard appeared to be free of hazards and was fully fenced. There is a hot tub in the backyard and the hot tub had a cover that was strong enough to support the weight of an adult, and the cover was securely latched/locked on all four corners while the tub is not in use. The facility is not providing Incidental Medical Services (IMS) to children in care. Incidental Medical Services (IMS) policy was discussed. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. LPA discussed the safe sleep regulations with Licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. A notice of site visit was given and must remain posted for 30 days . Failure to comply with posting requirements shall result in an immediate civil penalty of $100. There were no violation(s) of California Code of Regulation(s), Title 22, Division 12, Chapter 1 cited during this visit.
