Based on observation, interview, and record review. Upon LPA's arrival to the center there were two staff with 0 units. One staff was left alone with either 4 or 7 children. LPA could not verify which aide was left alone with children and which aide was under the direct supervsion of Qualified teacher. The licensee did not comply with the section cited above which poses a potential health, safety or personal rights risk to persons in care.
