What the inspector wrote

Licensing Program Analyst (LPA), Dianne Allee, arrived at the facility at 10:58 am to conduct an unannounced annual/random inspection. LPA met with Licensee, Iuliia Bogdanova (LS). LS was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. Upon arrival, LPA Allee observed nine children in care being supervised by LS and one assistant, operating within capacity and in ratio. During the inspection the home was toured inside and outside. The facility’s operating hours are 7:30am to 5:30pm, Monday through Friday. The floor plan submitted by the licensee was reviewed and verified. The off-limits areas of the home were made inaccessible by door locks and/or child gates. The staircase is gated. The home was at a comfortable indoor temperature. The fireplace is screened and barricaded. There were safe toys and equipment available for children. The licensee stated there is a working telephone in the home. The licensee’s pediatric CPR and First Aid certifications were reviewed and expire 09/2026. The licensee's mandated reporter training certificate expires 08/2026. Items which could pose a danger to children (such as detergents, cleaning compounds, medications, etc.) were observed to be stored out of the reach of children. The LPA observed a working smoke detector, carbon monoxide detector, and fire extinguisher, rated at least 2A10BC, in the home. The licensee stated that poisons, firearms, and ammunition are not stored on the premises. No bodies of water were observed on the premises. Part of the licensee's backyard is on limits and fully fenced. The off limits areas are fenced and inaccessible to children. Continued on LIC 809-C PAGE 2 At 11:43pm, three children's records were reviewed. All children's records were current and contained all required documents. The Licensee and one staff file was reviewed at 11:57am and contained the documents as specified on the inspection checklist. This facility does not currently have children 0-24 months enrolled; however, the LPA provided the Child Care Licensing Safe Sleep web page at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as a resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. The Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Family Child Care Homes Section 102417. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. Appeal Rights were provided. Exit interview conducted and report was reviewed with the licensee, Julia Bogdanova. There were no Title 22 deficiencies cited during today's inspection. During the exit interview, the Licensee confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS on 5/19/26.
