A Required inspection was made to the facility by Licensing Program Analyst (LPA), Melchisedeck Augustin. Additionally, the Licensee applied for a capacity change to increase the license to 14. On 06/29/23, the Vallejo Fire Department granted the facility a fire clearance to operate at 14. A review of staff records on 06/30/2023 indicates that all facility staff or other individuals who require caregiver background checks receive a criminal record and child abuse index clearances or exemptions. Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. During today\342\200\231s inspection the home and grounds were toured. The Licensee (LS) and one staff (S1) were supervising five children (C1-C5) and operating within the licensed capacity and ratio requirements. No children were observed left in any parked vehicle. The facility\342\200\231s operating hours are 5:30am to 11:30PM, Mon\342\200\223Fri. The floor plan submitted by the licensee was reviewed and verified. The off-limits areas of the home are four bedrooms on the second floor, garage, and the areas outside the children\342\200\231s fenced space in the backyard were made inaccessible by children\342\200\231s safety gates and door latches. The facility installed a Single Action Door handle which is the only door handle allowed to be utilized at the front door during the facility\342\200\231s operating hours. The staircase near the front entrance was barricaded with a child safety gate. The home was clean and orderly and was at a comfortable indoor temperature. There were safe toys and equipment available for children. There is a working telephone in the home. Licensee\342\200\231s EMSA approved pediatric CPR/First Aid certification expire 04/22/2025. Items which could pose a danger to children (detergents, cleaning compounds, medications, etc.) were stored out of the reach of children. Poison(s) are key locked in a toolbox which is stored in the garage. (Continue to LIC 809-C) There is a functional smoke and carbon monoxide detectors; and a fully charged fire extinguisher rated at least 2A10BC. The Licensee stated he did not store firearm(s) or other dangerous weapon(s) on site; and none were observed by LPA. LPA reviewed two staff (S1 & LS) at 8:48am which revealed LS and S1\342\200\231s records contained a current AB 1207 Mandated Reporter Training certificates, evidence of negative TB clearance, and proof of staff required immunization record. LPA reviewed five children\342\200\231s (C1-C5) records at 9:39am which revealed C1-C5\342\200\231s records contained Affidavit Regarding Liability Insurance (LIC 282), Consent for Emergency Medical Treatment (LIC 627), Identification and Emergency Information (LIC 700), and Parents Rights (LIC 995A). The facility conducted an emergency drill with the past six months and the last drill was documented on 05/25/23. The facility roster of the children in care was reviewed and appeared to be complete. LPA did not observe any bodies of water. LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. During the exit interview, the Licensee confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS. On this date, 06/30/2023, the California Attorney General - Megan\342\200\231s Law website was searched for information on sex offenders required to register with local law enforcement under California's Megan's Law. No registered sex offenders were found at the facility addresses. Under state law, some registered sex offenders are not subject to public disclosure; therefore, they may not have been included in this search. However, the Department conducts a monthly cross reference of each address on record for all registered sex offenders against all CCLD facility addresses pursuant to information shared by California DOJ. (Continue to LIC 809-C) This facility provides Incidental Medical Services \342\200\223 IMS. LPA reviewed storage of medication and equipment/supplies, and reviewed children\342\200\231s, personnel, and administrative records. For IMS information see PIN 22-02-CCP . A review of C6\342\200\231s IMS medication revealed C6\342\200\231s Epi-pen and inhaler had respectively expired in April 2021 and March 2022. LPA requested a Plan for Providing IMS from the Licensee. Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain childcare by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. Without this consent, the applicant understands that, once licensed, they can operate with a maximum capacity of 12 children. If property owner/landlord consent is obtained in the future, the applicant is advised that a new Application for a Family Child Care Home License (LIC 279) must be submitted with a change of capacity fee of $25, to increase the capacity and provide care to 14 children. Exit interview conducted and report was reviewed with the Licensee, Jaron Garrot. A notice of site visit was given and must remain posted for 30 days. Failure to comply with posting requirements shall result in an immediate civil penalty of $100.
