What the inspector wrote

An Annual Required inspection was made to the facility by Licensing Program Analysts (LPAs), Amy Strother and Ivet Zamora Perez. LPAs met with Licensee, Teresa Obiedo (L1). Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. During the inspection the home was toured inside and outside. The licensee and 2 assistants were supervising 12 children and operating within the licensed capacity and ratio requirements. The facility’s operating hours are 5:00AM-04:30AM (23.5 hours/day), Monday– Friday. The floor plan submitted by the licensee was reviewed and verified. The off-limits areas of the home are four bedrooms on the second floor and garage, made inaccessible by children’s safety gates and door latches. The facility installed a Single Action Door handle which is the only door handle allowed to be utilized at the front door during the facility’s operating hours. The staircase near the front entrance was barricaded with a child safety gate. The children use a portion of the backyard for outdoor play. Play Yard #1 is enclosed by a fence with a gate. During today’s inspection L1 requested LPAs tour a second area of the yard, stating that they would like to add Play Yard #2 to the licensed outdoor area. Licensee provided an updated Yard sketch to include Play Yard #1 and #2 as play areas for the children. LPAs observed an accessible air conditioning unit with fan in Play Yard #2. Use of Play Yard #2 is pending proof of making the air conditioning unit fan inaccessible to children. Continue on LIC809-C PAGE 2 Licensees understand that children must be supervised at all times when transitioning to and from Play Yard #2 as they must pass through areas of the off-limits yard to enter Play Yard #2. There were no pools or other bodies of water observed in the yard. The home appears to be clean and orderly and was at a comfortable indoor temperature. There were safe toys and equipment available for children. There is a working telephone in the home. Items which could pose a danger to children (such as detergents, cleaning compounds, medications, etc.) were observed to be stored out of the reach of children. Licensee stated poisons were locked in the garage, in a lock box. LPA observed a working smoke detector, carbon monoxide detector and fire extinguisher, rated at least 2A10BC, in the home. The roster of children in care was reviewed and was current. The licensees have conducted an emergency drill within the past six months; last drill was documented on 02/27/26. The licensee stated there are no firearms and/or other dangerous weapons in the home and none were observed during today's inspection. Five children's records were reviewed and contained required documents. Facility and personnel files were reviewed and contained required records. LPAs discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for and removing recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. Licensee were informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. Continue on LIC809-C PAGE 3 During the exit interview, the Licensee, confirmed that there are no Registered Sex Offenders living in the facility and LPAs completed the RSO profile in FAS. There were no Title 22 deficiencies cited during today's inspection. A notice of site visit was given to licensee and must remain posted for 30 days. Exit interview conducted and report was reviewed with the Licensee, Teresa Obiedo.
