What the inspector wrote

An annual required inspection was made to the facility by Licensing Program Analyst (LPA), Jessica Gaumann. LPA met with Licensee (L1), Melissa Kroll. L1 was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. During the inspection the home was toured inside and outside. The licensee was supervising six children and operating within the licensed capacity and ratio requirements. L1 provided a current roster of children in care as required. LPA verified that the children present were listed on the roster. The facility\342\200\231s operating hours are Monday \342\200\223 Friday, 7:00AM - 5:30PM. The floor plan submitted by the licensee was reviewed and verified. The on limits areas are the living room, dining room, kitchen, bedroom #1, bathroom and backyard. The off-limits areas are the master bedroom, bedroom #2, the garage and the side yard of the backyard. These areas were made inaccessible by way of doorknob covers and gates. The home appears to be clean and orderly and was at a comfortable indoor temperature. There were safe toys and equipment available for children. There is a working telephone in the home. L1\342\200\231s pediatric CPR and First Aid certifications were reviewed and expire in June 2027. Items which could pose a danger to children (such as detergents, cleaning compounds, medications, etc.) were observed to be stored out of the reach of children. Continued on LIC 809-C LPA observed a working smoke detector, carbon monoxide detector and a fire extinguisher that appeared to be charged, rated at least 2A10BC, in the home. The licensee has conducted an emergency drill within the past six months; last drill was documented on 12/18/2025. L1 stated there are no firearms, dangerous weapons or poisons in the home and none were observed. LPA observed an in ground pool in the backyard that is surrounded by a portable mesh fence that is at least 5 feet tall and meets all regulations. The pool has a self closing and latching gate that was secured during today's visit and swung away from the body of water. Additionally, during today's visit, the LPA observed an ASTM International Standard F2208 rated pool alarm, a 20 inch life preserver, and 14 foot fixed length rescue pole, all of which are located in the pool area and the licensee\342\200\231s daily pool inspection log which is kept in the kitchen. The backyard is fully fenced and gated. Five children's records were reviewed and contained required records. Facility and personnel files were reviewed and contained required records. Licensee furnished evidence of completion of current AB 1207 Mandated Reporter Training which expires in June 2027 and all required immunizations were provided. LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for and removing any recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain childcare by connecting them to childcare providers and Resource and Referral Agencies (R&Rs) throughout California. Continued on LIC 809-C During the exit interview, the Licensee, Melissa Kroll, confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS. Additionally, LPA conducted an increase of capacity inspection. Licensee is requesting a capacity of 12 day care children. Licensee notified the department of the change on 12/22/2025. LPA reviewed with licensee that an assistant must be present when the capacity is over 6 day care children. Also, that the children shall be supervised by a staff member with a current Pediatric CPR & First Aid Certificate issued by the American Red Cross or American Association, or approved Emergency Medical Services Authority (EMSA) vendor. An approved STD 850 Fire Clearance Inspection was received on 01/26/2026. The STD 850 notates that the fire clearance is granted for 12 children at this facility. Licensee has met the requirements to increase the facility\342\200\231s capacity and the change has been approved. There were no Title 22 deficiencies cited during today's inspection. A notice of site visit was given and must remain posted for 30 days. Exit interview conducted and report was reviewed with licensee, Melissa Kroll.
