What the inspector wrote

An Annual/Required inspection was made to the facility by Licensing Program Analyst (LPA), Jessica Gaumann and Licensing Program Manager (LPM) Melchisedeck Augustin. A review of staff records on 11/10/2025 indicates all facility staff or other individuals who require caregiver background checks received a criminal record and child abuse index clearances or exemptions. Licensee, Edith Farfan, was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. According to the Licensee, the facility was not registered with the Resource and Referral Agency's, Food Program. The facility currently did not have any active/standing waivers. During today\342\200\231s inspection, the home and grounds were toured. The floor plan submitted by the licensees was reviewed and verified. Licensee (S1) and staff (S2) supervising a total of eight children and was operating within the licensed capacity and ratio requirements. No children were observed left in any parked vehicle. Upon LPA's arrival at 9:13am there was an infant observed sleeping in a car seat in the main room. LPA advised Licensee to immediately transfer infant to the play yard and at 9:22am Licensee transferred infant to the play yard. The off-limits areas of the home are the four bedrooms, two bathrooms, garage and backyard. LPA and LPM did not observe a fireplace. The staircase was barricaded with a secured child safety gate. The children have access to the main room, a sun room that is identified as the play room and one bathroom. The facility\342\200\231s operating hours are 4:00am to 11:30pm, Mon\342\200\223Fri. Continued on LIC809-C Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. On this date, 11/05/2025, the California Attorney General - Megan\342\200\231s Law website was searched for information on sex offenders required to register with local law enforcement under California's Megan's Law. No registered sex offenders were found at the facility addresses. Under state law, some registered sex offenders are not subject to public disclosure; therefore, they may not have been included in this search. However, the Department conducts a monthly cross reference of each address on record for all registered sex offenders against all CCLD facility addresses pursuant to information shared by California DOJ. Licensee, Edith Farfan, was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. Exit interview conducted and report was reviewed with the licensee, Edith Farfan. A notice of site visit was given and must remain posted for 30 days. Failure to comply with posting requirements shall result in an immediate civil penalty of $100. The following violations of California Code of Regulation(s), Title 22; Division 12, were observed during today\342\200\231s visit. See LIC809-D. Appeal rights were provided. The home was at a comfortable indoor temperature. There were safe toys available for children. There is a working telephone in the home and the Licensee understood that the facility telephone was required to stay at the facility during operating hours. Licensee's Pediatric Cardiopulmonary Resuscitation (CPR) and First Aid certification expires on 04/05/2027. The facility conducted an emergency disaster drill within six months and the last drill was conducted on 09/08/25. LPA observed that poison(s) were stored and made inaccessible in an off limits shed in the backyard and according to Licensee, she did not store any firearm(s) and/or other dangerous weapon(s) on the premise. There is a functional smoke and carbon monoxide detectors, and a fully charged fire extinguisher that met the standards of the state fire marshal. LPA did not observe any bodies of water. The facility roster of the children in care was reviewed and appeared to be complete. LPA reviewed seven children\342\200\231s (C1-C7) records at 10:48am which revealed that C2 was missing a record. C1\342\200\231s immunization (IR) is missing and CDPH 286 is present but incomplete. Licensee furnished evidence of completion of current AB 1207 Mandated Reporter Training. Staff records review revealed S2 AB 1207 Mandated Reporter was expired and missing IR and evidence of negative Tuberculosis (TB) clearance. Licensee confirmed she currently has four children (C1-C3 and C6) under 24 months old enrolled in care. LPA observed two play yards and infant sleep log were complete. LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for and removing any recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.
