What the inspector wrote

On 07/15/2025, Licensing Program Analyst (LPA) Jaelyn Agbayani met with Applicant representative, Martha Barron Botello. The purpose of the visit was an announced pre-licensing inspection at the facility to ensure that health, safety and personal rights as required by Title 22 and Health and Safety Regulations governing California Child Care Centers will be met. This is an application for 8 infants ages birth-24 months in Infant classrooms 1, 2, and 3 as well as 30 preschool children ages 2 years to entry to first grade in preschool classrooms 1, 2, and 3. The childcare center will operate Monday\342\200\223Friday 6:30 AM - 6:00 PM. The fire clearance was approved on 07/02/2025. There were no children present during this inspection. LPA toured and measured the on-limits areas and classrooms located at the facility. The facility has a total of 6 classrooms designated for each component. Infant Classroom measurements are: The indoor total measurements contain a total of 282.43 square feet, which will accommodate applicant\342\200\231s request for 8 infant children. LPA continued to tour the facility and measured all outdoor activity space. Preschool Classroom measurements are: The indoor total measurements contain a total of 1072.05 square feet, which will accommodate applicant\342\200\231s request for 30 preschool children. Preschool Outdoor measurements are : The outdoor total measurements contain a total of 5750.80 square feet, which will accommodate applicant\342\200\231s request for 30 preschool children. The infants and preschoolers will be sharing the preschool playground, applicant will submit a waiver for shared playground use. Report continued on LIC 809-C. Page 2 LPA observed all classrooms to be clean, safe, sanitary, and in good repair. A comfortable temperature for children shall be maintained at all times. Furniture and equipment were observed to be maintained in good condition, free of sharp, loose or pointed parts. All materials and surfaces accessible to children, including toys, shall be free of toxic substances. All play equipment and materials used by children were observed to be age-appropriate. LPA observed no fireplace or open face heaters. LPA observed fully charged fire extinguisher, carbon monoxide and smoke detectors in the facility. There are 38 chairs, 11 feeding chairs, 9 tables, 30 cubbies, 39 cots, 1 changing table, 3 toilets and 3 sinks for the infants and preschoolers. LPA observed cubbies at the entrance of the facility, applicant stated that these cubbies will only store children\342\200\231s backpacks, blankets, and shoes. Per applicant there will be no potty training in infant room. Applicant was advised that feeding chairs or other appropriate seating equipment shall be used to seat infants during feeding. Staff have separate bathroom that can be utilized by sick children if needed. Sick children will be isolated in the office area of the facility. LPA observed that items that may pose a danger to children were stored in a locked cabinet in the kitchen inaccessible to children. LPA observed containers with tight-fitting lids for the disposal of solid waste. LPA advised that applicant maintains first-aid supplies in a location accessible to staff but inaccessible to children. LPA observed infant changing table within arms reach to the sink. Applicant stated that facility will provide whole milk for infants who drink whole milk and formula will be provided by parents for infants who drink formula. LPA advised Applicants that as per Title 22 regulations, bottles and dishes provided by authorized representatives shall be rinsed and returned to authorized representatives for sanitizing at the end of each day. Applicant stated that they will be keeping the infant bottles at the facility and will be rinsing and sanitizing bottles at the end of the day. Applicant also stated that infant bottles will be differentiated from each other by being labelled for the designated infant. The facility will be providing breakfast, lunch, and snacks. Breakfast, lunch, and snacks will be fully prepared, ready to serve, and brought to the facility through the food program per applicant. Applicant was advised that full-day programs shall ensure that each child has a lunch and children shall be free to drink as they wish. Drinking water is readily available for the children via filtered water dispenser. LPA observed a kitchen/ food preparation area kept clean and free of litter and rubbish; Applicant was advised that measures shall be taken to keep kitchen areas free of rodents and other vermin. Report continued on LIC 809-C. Page 3 Outdoor area for infant and preschool children were free of hazards including, holes, broken glass dry grasses, and other debris that pose a fire hazard. Shade was provided by trees. The areas around and under high climbing equipment had cushioned with material (woodchips) that absorb falls. The playground is enclosed by a fence at least four feet high to protect children and to keep them in the outdoor activity area. Applicant stated that facility does not and will not have a playground set, facility will use alternative age appropriate equipment (bikes, blocks, cars, etc) for outdoor use. Any construction or equipment that could pose a hazard in the outdoor activity area shall be made inaccessible to children in care. LPA observed no bodies of water. Drinking water from a non-contaminating fixture or container shall be readily available both indoors and in the outdoor activity area. LPA advised per Health and Safety Code 1597.16(a)(1) Lead Testing and PIN-21-21-CCP Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010 to test their drinking water for lead contamination between January 1, 2020 and January 1, 2023, and then every 5 years after the date of the first test. Per Written Directive 100700(c)(1) Written Directives for Lead Testing (1) For a license issued on or after July 1, 2022, initial testing results shall be received and posted within 180 days of licensure. Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. LPA also informed Applicant of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at: https://www.cpsc.gov/ , and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Page 4 Applicant was informed of the MyChildCarePlan.org site, a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. Community Care Licensing Division (CCLD) regularly sends information to licensed facilities, providers, and stakeholders by way of Provider Information Notices (PIN), Program Quarterly Update Newsletters and other important information communication platforms. LPA reviewed with applicant representative the LIC 311A, Records to Be Maintained at The Facility, for child\342\200\231s records, personnel records, administrative records, and documents to be posted. The following corrections are needed before a licensure will be considered: 1. Approval of shared playground space waiver for all components 2. Final review of application packet by LPM 3. Picture proof of first aid kit brought to facility An exit interview was conducted with the above item discussed. This report and appeal rights were provided to Martha Barron Botello, Applicant Representative. Final license determination will be made upon review by the Licensing Program Manager.
