On June 13, 2025 Licensing Program Analysts (LPAs) Jaelyn Agbayani, Janette Cruz, and Selena Mariani met with Applicant Representative, Christine Sierra, and Director, Erika Delgadillo. The purpose of the visit was an announced pre-licensing inspection at the facility to ensure the health, safety and personal rights as required by Title 22 and Health and Safety Regulations governing California Child Care Centers will be met. Applicant requested for a Change of Ownership for 54 children 12 of which are Infants ages 6 weeks old to 2 years old, 12 of which are Toddlers ages 18 months to 3 years old, and 30 of which are Preschoolers ages 2 years old to 6 years old. The child care center will operate Monday\342\200\223 Friday 6:30 AM to 6:00 PM. The fire clearance was approved on May 13, 2025. Facility is currently operating under an Emergency Approval to Operate under facility #483010869. There were 31 children and 13 staff present during today's inspection. 1 staff member who was present during the inspection was an uncleared adult and was sent home immediately. LPAs toured and measured the on-limits areas and classrooms located at the facility. The facility has a total of 4 classrooms. Infant Classroom measurements are: The indoor total measurements contain a total of {468.01} square feet, which will accommodate applicants request for 12 infants. LPAs observed no physical separation of outdoor space between the Infants and Toddlers. Applicant representative stated that they will be submitting a shared outdoor waiver request to accommodate for outdoor space for both infants and toddlers. Report continued on LIC 809-C. Infant/Toddler Outdoor Shared Play measurements are: The shared infant/toddler Outdoor total measurements contain a total of {869.75} square feet, which will accommodate applicants request for 12 infants and 12 toddlers. Toddler Classroom measurements are: The Indoor total measurements contain a total of {475.95} square feet, which will accommodate applicants request for 12 toddlers. Preschool Classroom measurements are: The Indoor total measurements contain a total of {1091.85} square feet, which will accommodate applicants request for 30 preschool children. Preschool Outdoor Play measurements are: Outdoor total measurements contain a total of {3080.27} square feet, which will accommodate applicants request for 30 preschool children. All indoor and outdoor activity space utilized for the children were inspected today. LPAs informed applicant that staff are required to maintain direct visual supervision of the children at all times during indoor and outdoor activities. LPAs observed all classrooms to be clean, safe, sanitary and in good repair. A comfortable temperature for children shall be maintained at all times. Applicant was advised that temperature in rooms that children occupy between a minimum of 68 degrees F and a maximum of 85 degrees F. Furniture and equipment were observed to be maintained in good condition, free of sharp, loose or pointed parts. All materials and surfaces accessible to children, including toys, shall be free of toxic substances. All play equipment and materials used by children were observed to be age-appropriate. There are 34 chairs, 9 tables, 45 mats, 12 cribs, 7 feeding chairs, 1 changing table, and 48 cubbies available for infant, toddler, and preschool children. Staff have one separate bathroom that can be utilized by sick children if needed. Sick children will be isolated in Classroom 3. First aid supplies, medication, and cleaning products are stored in the food preparation area kept inaccessible to children. The Applicant shall take measures to keep the center free of flies, other insects, and rodents. Applicant was advised that all containers used for storage of solid wastes, including moveable bins, shall have a tight fitting cover that is kept on. LPAs observed no open face heaters or a fireplace. Per applicant, there are no firearms on facility premises. Report continued on LIC 809-C. Page 3 LPAs observed infant changing table within arms reach to the sink. Applicant stated that parents will provide food and milk bottles for infants. LPAs advised that as per Title 22 regulations, bottles and dishes provided by authorized representatives shall be rinsed and returned to authorized representatives for sanitizing at the end of each day. LPAs observed infant crib space area, applicant was advised cribs shall not limit the ability of staff to see the infant. Cribs shall be arranged so as to provide a walkway and work space between the cribs sufficient to permit staff to reach each infant without having to step over or reach over any other infant. Applicant representative was also advised that moveable walls or partitions, if used, shall be at least four feet high; shall be constructed of sound-absorbing material; and shall be designed to minimize the risk of injury to infants. A child who is between 18 and 36 months of age may participate in the toddler program with written permission from the child\342\200\231s representative. No child in the toddler program shall be placed in the preschool program before the age of 30 months without permission from the child\342\200\231s authorized representative. LPAs observed a fully charged fire extinguisher, smoke and carbon monoxide detectors at the facility. LPAs observed the facility has a fully fenced outdoor playground for infant, toddler, and preschool children. The fence is at least four feet high. There are sufficient outdoor age-appropriate toys and play equipment available on the playground. Outdoor area was free of hazards including, holes, broken glass dry grasses, and other debris that pose a fire hazard. Any construction or equipment that could pose a hazard in the outdoor activity area shall be made inaccessible to children in care. The areas around and under high climbing equipment, swings, slides and other similar equipment was observed to be cushioned with rubber woodchips that can absorb a fall. Applicant understands that no child(ren) shall be left without visual supervision of a teacher at any time. Outdoor shade was provided by canopies. LPAs observed no bodies of water. Lunch is provided by parents and facility. Applicant representative stated that the facility will later convert to a system where lunch will be fully provided by parents and will no longer be provided by the facility. The facility has food preparation area with refrigerator, microwave and hot/cold running water. Applicant stated that drinking water is readily available for the children in the facility via water tank and water pitchers. Applicant representative stated that children each use disposable paper cups when drinking water. Report continued on LIC 809-C. Page 4 Drinking water from a non-contaminating fixture or container shall be readily available both indoors and in the outdoor activity area. LPAs advised per Health and Safety Code 1597.16(a)(1) Lead Testing and PIN-21-21-CCP Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010 to test their drinking water for lead contamination between January 1, 2020 and January 1, 2023, and then every 5 years after the date of the first test. Per Written Directive 100700(c)(1) Written Directives for Lead Testing (1) For a license issued on or after July 1, 2022, initial testing results shall be received and posted within 180 days of licensure. Applicant representative Christine Sierra was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated. LPAs also informed applicant representative of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at: https://www.cpsc.gov/ , and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. LPAs reviewed with applicant representative the LIC 311A, Records to Be Maintained at The Facility, for child\342\200\231s records, personnel records, administrative records, and documents to be posted. Page 5 Applicants were informed of the MyChildCarePlan.org site, a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. Community Care Licensing Division (CCLD) regularly sends information to licensed facilities, providers, and stakeholders by way of Provider Information Notices (PIN), Program Quarterly Update Newsletters and other important information communication platforms. The facility was issued a Technical Violation during today\342\200\231s inspection. LPAs provided applicant with LIC 9102. The following corrections are needed before licensure will be considered: 1. Approval of outdoor waiver for shared playground use between infants and toddlers 2. Proof of physical separation of preschool classroom 3 and toddler area 2 3. Proof of classroom setup for classroom 3 4. Final review of application packet An exit interview was conducted. A copy of appeal rights and this report was provided to the Applicant representative, Christine Sierra. Final license determination will be made upon review by the Licensing Program Manager and correction of the above issues.
