What the inspector wrote

A change of location, prelicensing inspection was conducted today by Licensing Program Analyst (LPA) Y. Yang. The licensees were previously licensed under facility# 455407622 . The licensees are requesting a license for a capacity of 14 children. The fire clearance for the requested amount was received by the Department on 10/7/25. Services will be available Monday- Friday 07:00 AM - 05:30 PM. The licensees understand that 24hr consecutive care is prohibited. The residence is a five bedroom/ four bathroom, dual level home. There are currently two adults living in the home. Licensees were reminded that all adults 18 and over living in the home, persons who provide care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated. The floor and yard plans are verified. Licensees submitted proof of control of property. The floor and yard plans are verified. The children will have access to the following areas of the home: the kitchen, daycare room, family room, laundry room (for diaper changes), and a downstairs bathroom. The "off limits" areas of the home include the garage, the downstairs office, and all of the second floor, which includes four bedrooms, three bathrooms, and one bonus room. These areas will be made inaccessible by door locks, latches, and or child gates. The home's gas fireplace is barricaded and not used. The home appears to be clean and orderly at this time and will remain so during child care hours. There is a working telephone in the home (licensee's cell phone). The sharp knives, cleaning supplies, and medicines are stored out of the reach of children. The licensees state there are no firearms and ammunition stored on the premises. Licensees state that poisons are not stored on the premises. The regulation that poisons are to be locked using a key or combination lock was reviewed. First Aid supplies are maintained at the facility. The children in care will have access to age appropriate toys and equipment. The home is equipped with a working smoke detector and carbon monoxide detector. The licensees have a fire extinguisher rated at least 2-A 10:BC at the time of the inspection. Part of the home's fully fenced backyard is on limits. There is an in ground pool in the home's backyard. Continued on LIC 809-C At the time of the inspection visit, the LPA observed the the pool is fenced according to regulations with an access gate that opens away from the swimming pool and is self-closing with a self-latching, key lockable device placed no lower than 60 inches above the ground. (ii) A minimum height of 60 inches. (iii) A maximum vertical clearance of two inches from the ground to the bottom of the enclosure. (iv) No gaps or voids that can allow the passage of a sphere with a diameter equal to or greater than four inches. (v) An outside surface free of protrusions, cavities, or other physical characteristics that would serve as handholds or footholds that could enable a child to climb over. Additionally, an alarm that, when placed in a swimming pool, will sound upon detecting an entrance into the water was observed in the pool. The alarm shall be turned on and be in working condition during a facility\342\200\231s operating hours while the swimming pool is not in use. A rescue pole with a body hook and a minimum fixed length of 12 feet was also observed in the pool area. The licensee's existing life ring in the pool area did not meet regulations at the time of the inspection and shall be replaced. The licensees were informed of the requirement to perform a daily inspection of the drowning prevention safety features and safety equipment before opening the facility and maintain a log of the inspections to be provided to the department upon request. No other bodies of water shall be added without prior approval of the Licensing agency. Incidental Medical Services regulations were reviewed with the Licensee. The Licensee understands that if Incidental Medical Services are provided, an updated Plan of Operation shall be submitted and on file with the Department. LPA reviewed with Licensee the LIC 311D, Forms/Records To Keep In Your Family Child Care Homes, children\342\200\231s forms/records, facility forms/records, and information to be posted. Parents will be required to sign insurance affidavits if the provider does not plan to purchase additional child care liability insurance. Proof of control of property or landlord notification/consent is on file. Parent's rights are posted. Emergency drills must be conducted at least once every six months and the date documented. Children's records to be maintained were reviewed. The children's roster is to remain current at all times. Unusual Incident Report procedures were explained, to include notification before close of next business day and follow-up with written report within seven days. The Licensee will maintain current pediatric CPR, First Aid, and child abuse mandated reporter training certifications. The licensee shall be present in the home and shall ensure that children in care are supervised by a fingerprinted adult with current pediatric CPR and First Aid certification. The Licensee understands that children may only be transported by adults with a criminal record clearance and are never to be left unattended in a vehicle. Infants and children shall not be allowed to sleep in car carriers in the home. The Licensee clearly understands the maximum number of children for whom care can be provided and the limitations on the number of infants (birth to age 2) that may be cared for and when two of the children in care must be school aged. (Continued on LIC809-C) LPA discussed the safe sleep regulations with Licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed Licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Smoking is prohibited at all times in any area where child care is provided. The licensees understand the responsibility to read and have knowledge of the laws and regulations for operation of a family child care home. Forms and regulations must be obtained from the website http://ccld.ca.gov/ . The licensees understand that any authorized employee of the Department may enter and inspect the facility with or without advance notice. Community Care Licensing Division (CCLD) regularly sends information to licensed facilities, providers, and stakeholders by way of Provider Information Notices (PIN), Program Quarterly Update Newsletters and other important information communication platform. To receive important license-related information to licensed facilities, visit the CCLD Important Information website at https://www.cdss.ca.gov/inforesources/community-care-licensing/subscribe and select the Child Care option to receive email communication. On this date, 09/19/2025, the California Attorney General - Megan\342\200\231s Law website was searched for information on sex offenders required to register with local law enforcement under California's Megan's Law. No registered sex offenders were found at the facility address. Under state law, some registered sex offenders are not subject to public disclosure; therefore, they may not have been included in this search. However, the Department conducts a monthly cross reference of each address on record for all registered sex offenders against all CCLD facility addresses pursuant to information shared by California DOJ. Licensee was informed of the MyChildCarePlan.org site, a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. Any proposed changes to the physical plant, telephone number, or change of address shall be immediately reported to the Department. Exit interview conducted and report was reviewed with the licensees, Raquel and Lucille Aquino. The following item(s) shall be corrected before a large FCCH license is granted: 1) Licensees shall purchase and mount in their pool area a life ring with a minimum exterior diameter of 17 inches and labeled as approved by the United States Coast Guard.
