CD denied claims about the facility being in disrepair and denied claims about the facility experiencing ongoing issue(s) with pest and stated, the facility was not experiencing infestation, and staff cleaned the classes to prevent infestation of pest. According to CD, one day the facility experienced a power outage resulting in the ceiling light fixture in the Lily class bathroom being out of commission for two days until it was repaired. As a temporary solution, the facility purchased and utilized a portable light emitting diode (LED) light bar to illuminate the class bathroom, and furthermore, CD said the LED was bright enough to allow staff to clearly see the children\342\200\231s facial expressions; and there was/were no health and safety risk(s) to the children. S1-S4s\342\200\231 statements confirmed the bathroom light was out, while some staff were unaware of the light disrepair in the Lily class, and staff stated their assigned classroom was not impacted and did not experience lighting issue(s) or reduced visibility. Staff said they reported the issue to their facility management which installed an LED light bar in the class bathroom as a temporary solution until the light was fixed. The consensus among staff differed on the number of days it took before the light was fixed, but S1, S3-S4 claimed the children never used the bathroom in the dark. Multiple staff further reported pest were not a problem in their classroom because the facility took steps to minimize/control the impact of ants in the classroom by hiring an exterminator which laid sticky traps for the bugs. P1, P3 & P5 did not observe any pest or damage(s) at the facility and felt the class was not dark and the lighting condition at the facility was adequate. P1 said on the day of the power outage, the facility notified her of the outage and requested she picked up her child. P4 also felt the lighting condition in the classrooms were fine but described two toilets in the Lily class bathroom were broken and were not fix until one month later. Although the allegations may have happened or is valid, there is not a preponderance of evidence to prove the alleged violation(s) did or did not occur, therefore the allegation is unsubstantiated. Exit interview conducted and report was reviewed with the Director, Jaclyn Smith. Notice of Site Visit shall be posted for 30 days. Failure to comply with posting requirements shall result in an immediately civil penalty of $100. The were no violation(s) of Title 22 Deficiency cited during today\342\200\231s inspection.
