Inspector’s narrative

What the inspector wrote

Five witnesses stated the owners children are only brought up to the front of the building after hours when the facility is closed and staff are leaving for the day. Although the owners have an accent, they are able to speak clearly. It was stated between 5 interviews that the owners tone could be misconstrued however they have not felt it leveled to yelling. It was also alleged staff violated personal rights, specifically by not putting sunscreen on the child to prevent a sunburn. LPA Martinez received a photo of the sunburn in question regarding child C1. From review of the photo the child did appear red however it could not be determined if it was a sunburn or from the child playing outside. Interviews with five of the six witnesses stated sunscreen is always placed on children wherever their skin is exposed to the sun. An example was given to LPA Martinez that it is placed on their faces, arms, legs, and back of their neck if exposed. It was determined that although the children already are given sunscreen application, staff were advised to apply a more liberal amount of sunscreen on children than before after this photo was brought to their attention. Although the allegations may have happened or is valid, there is not a preponderance of the evidence to prove that the alleged violations occurred and the findings are unsubstantiated. Notice of Site Visit must be posted for 30 day's from today's visit.
